Accountable Governance for Improved Service Delivery (AGIS)- Project


The purpose of Accountable Governance for Improved Service Delivery project (AGIS) is to strengthen targeted accountability and transparency functions within the Ministry of General Education (MoGE) and the Ministry of Health (MoH) of the Government of the Republic of Zambia (GRZ), to improve health and education outcomes. This is in line with GRZ 7th National Development Plan (NDP) 2016 – 2021, Zambia Education Sector National Implementation Framework 2011 – 2013 and the Zambia National Strategic Plan 2017 – 2021.

Senior Technical Advisor (Financial Systems Strengthening Officer-Education and/or Health Sector)
This role will be responsible for Implementing AGIS activities that strengthen financial management, internal controls, procurement, and audit functions in the targeted provincial and district education and/or health offices for improved service delivery in these two sectors. The position will be posted in Central, Eastern, or Lusaka province(s), and extensive travel within the assigned province(s) is required.

Qualifications: Bachelor’s Degree in economics, finance, business, public administration or other field relevant to the position and 10 years of related work experience; or Master’s Degree and 6 years of related work experience. Experience working with the government entities, the education and/or health sectors, and developmental programs funded by international agencies is strongly preferred. Knowledge and experience in strengthening government transparency and accountability, improving public financial management, and building capacity is required. For the heath sector, experience with the Navision Accounting Package is required. Familiarity with government structure and functional processes in the education and/or health sectors in Zambia is also needed. Demonstrated ability to facilitate change. Strong interpersonal skills. Ability to build consensus, work well with others.
