Strategy and Monitoring Programme Lead

Transparency International Zambia (TI-Z) is seeking highly qualified individuals to fill the following outlined positions:

Reporting to the Executive Director

Job purpose:

  • Responsible for providing technical leadership and strategic direction for monitoring and evaluation (M&E) activities for the organization.
  • Provides technical leadership to develop the programme framework, plans, indicators and resource mobilization in order to achieve performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities.
  • In charge of rolling out the existing TI-Z M&E framework. S/he will design, implement and supervise the programme’s M&E activities, ensuring that lessons learned are integrated into programme implementation to continuously improve quality of interventions and outcomes.
  • Responsible for resource mobilization for the organisation.

Main roles and Responsibilities

  • Oversees the development and implementation of the Performance Monitoring Plan (PMP) to capture TI-Z programmes, project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations.
  • Provides leadership and direction on M&E to ensure the programmes achieve their targets.
  • Lead efforts aimed at resource mobilization and organization growth.
  • Lead efforts to utilize training monitoring systems to track TI-Z activities
  • Conduct targeted evaluations and operations research, including design, data collection, management and analysis for all TI-Z programmes
  • Ensures quality of data through data verification procedures, including routine data quality audits
  • Promotes and support the dissemination of programme and project information among the team members
  • Works with programmes and financial staff to prepare and track progress of project and activity budgets
  • Supervise all M&E activities.

Required Qualifications

  • Master’s degree in project management, Monitoring and Evaluation, public health, demography, statistics, mathematics or related field or equivalent experience
  • Minimum 5 years of work experience in monitoring and evaluation and resource mobilization for Civil Society Organizations
  • Proven expertise in quantitative and qualitative methodologies, operations research, reporting, data quality assessments, data analysis and presentation and setting up and managing M&E systems that track performance as per the objectives
  • Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with various stakeholders both in the public and NGO sectors
  • M&E experience in Governance issues
  • Excellent skills in facilitation, team building, and coordination
  • Excellent verbal, written interpersonal and presentation skills in English
  • Ability to train, mentor and develop technical capacity in all TI-Z implementing districts
  • Proficiency in SPSS or similar packages, word processing and Microsoft Office
