The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes.  Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

Funded by the European Union, the Natwampane Programme aims to reduce levels of gender-based violence in Luapula and Northern Provinces. Although the focus is on these two provinces, the programme also has a national focus, supporting the Ministry of Gender in policy and system building and strengthening coordination within the provinces as well as at the national level.

The Natwampane Programme is unique in that it has been structured in such a way that technical support is embedded within the Ministry of Gender, therefore increasing potential for sustainability, whilst simultaneously providing concrete practical support to survivors and at-risk women and girls in Luapula and Northern Provinces. An additional benefit from the structure, is the overall impact that the programme will have for all GBV, gender, ending child marriage and women and girl’s empowerment programmes currently being implemented or planned in Zambia.

In order to meet the project’s administrative and logistical needs, GIZ is seeking to recruit a suitable candidate for the following position:

Project Officer (based in Lusaka)


Main tasks and responsibilities:

At its core, this position is about supporting a programme that must ensure stakeholders are aligned to achieve common objectives and activities. Under the overall guidance of the Senior SGBV Technical Advisor, the Project Officer will provide programme and office management support services ensuring high quality, accuracy and consistency of work. The Project Officer will work in close collaboration with the operations, programme and project staff in Zambia as well as in the Regional Office and, when required, in Headquarters to exchange information and support programme delivery.


  • Managing daily office operations
  • Preparing and handling visits and ensuring visitors are well catered for
  • Organising administrative and logistical aspects of programme activities (i.e. meetings, workshops, drawing up travel schedules, hotel and ticket reservations, organising transport for visitors, etc.)
  • Assisting with the preparation of missions, workshops, seminars and events for the programme and its partner institutions
  • Organising and supporting logistical arrangements during expert mobilisation (both international and local)

Administration and Knowledge Management

  • Ensuring that computers, software and mobile phones function properly (informing the GIZ IT expert accordingly)
  • Monitoring availability of materials and stock and carrying out procurement in accordance with GIZ guidelines
  • Maintaining the programme’s inventory file
  • Being responsible for filing documents in reference files and DMS in line with GIZ filing rules
  • Creating and regularly maintaining/updating an address file of important contacts

Finance and Accounting

  • Being responsible for managing petty cash of the programme, collecting receipts and invoices and filing everything for audit purposes
  • Collecting timesheets from non-key experts and filing them for audit purposes
  • Ensuring that all payment documentation is in line with GIZ regulations
  • Checking travel expense statements of short-term experts for approval by the superior

Project Management

  • Establishing an information and data tracking system;
  • Tracking key aspects of the project including monitoring reports from partners
  • Attending project meetings and assisting with minute taking

Other duties/additional tasks

  • Coordinating with the backstopping team in Addis Ababa when needed
  • Supporting knowledge building and knowledge sharing on the programme within Zambia
  • Assisting with and/or carrying out other programme activities and other tasks as needed

Qualifications and requirements:

  • Minimum of a bachelor’s degree in Business Administration, or a similar field; an MBA is an added advantage

Professional experience:

  • At least 3-5 years’ professional experience in a similar position
  • Broad experience in administration and project management/implementation
  • Previous experience working in an EU funded project is an asset

Other knowledge, additional competences:

  • Fluency in English, both written and oral, at a professional level
  • Must be committed to promoting the rights of women and girls in Zambia
  • Excellent working knowledge of ICT technology (related software, telephone, fax, email, the Internet) and computer applications (e.g. MS Office Suite)
  • Strong communication and interpersonal skills with the ability to work in a multicultural and multidisciplinary team
  • Ability to maintain high standards of confidentiality, especially when handling sensitive information/data
  • Strong organisational skills; must be proactive and be able to manage and prioritise workload and be accustomed to working under pressure with high resilience and self-motivation
  • Strong project and time management skills
  • Must be attentive to detail and have culturally appropriate interpersonal skills
  • Ability to work both independently and collaboratively on assignments and willingness to be flexible
