Department Overview

The USAID-funded Zambia Community HIV Prevention Project (Z-CHPP) supports the Government of Zambia to reduce new HIV infections through increased adoption of high impact HIV services and protective behaviors among at-risk populations, using evidence-based and locally owned solutions and in close partnership with a range of local Zambian organizations and institutions.

The Position

The Families Matter! Program Coordinator will provide technical support to sub-partners and Pact staff to implement, monitor and report on activities of the Families Matter! Program. S/he will work with and support USAID Z-CHPP staff to ensure quality support is provided to sub-partners to mobilize and organize parents and guardians of Adolescent Girls and Young Women (AGYW for the FMP. The FMPC will report to the Senior DREAMS Manager and will work closely with the Provincial Coordinators and DREAMS Officers to deliver the FMP.

Specific Duties and Responsibilities:

Project Management and Implementation

  • Responsible for enabling sub-partners meet FMP targets.
  • Support sub-partners in day to day management and implementation of FMP waves.
  • Support Pact USAID Z-CHPP staff in facilitating implementation of FMP waves.
  • Provide site level FMP implementation technical support to DREAMS Center Managers.
  • Provide FMP training to staff.
  • Maintain hard copy and electronic filing for FMP project documents.
  • Monitoring and Evaluation

    • Provide general and basic FMP M&E mentoring support to sub-partners.
    • Support carrying out of monthly and quarterly FMP data reviews and input into the database.
    • Participate in monthly reporting meetings with USAID.

    General

    • Perform functions with a view to safeguarding and developing the best interests of Pact.
    • Ensure the accuracy and completeness of reports and partner’s files.

    Educational and Experience required

    • Bachelors’ degree in Social Work, Education, Adult Education, Public Health and/or Social Sciences or relevant or equivalent experience.
    • Fluency in English and a working knowledge of local languages.
    • Excellent communications and report writing skills.
    • Training and knowledge in HIV/AIDS prevention in the health sector.
    • Project management experience.
    • M & E experience will be an added advantage).
    • A minimum of 4 years’ experience in NGO and HIV environment.

    JOB PURPOSE:

    The Resource Development and Communications Manager is responsible for the overall coordination, planning, development, and management of a public and private sector fundraising and communications strategy to mobilize resources and position HFH Zambia in line with agreed strategic goals. Reporting to the National Director, the Resource Development & Communications Manager is a member of the Senior Management Team (SMT) and a leading expert in all fundraising and communications matters throughout the organisation.  The incumbent will have a strong understanding of the corporate sector and institutional donor landscape. Plays a pivotal role in ensuring that the Habitat for Humanity brand/reputation is maximised in Zambia and Habitat Zambia’s brand internationally.

    PRINCIPAL ACCOUNTABILITIES:

    Key areas of responsibility

    Fundraising and Donor Relations:

    • Drive the development of the fundraising strategy Work with the National Director & SMT to develop the short-term and long-term strategy and plan required delivering the overall country program strategy.
    • Develop guidelines to manage the grant writing process from concept to submission of final document.
    • Identify and analyse donor calls for funding applications, expression of interest and request for proposals from public and private sector.
    • Identify opportunities as well as the development of cost and technical proposals including concept papers to respond to specific solicited or unsolicited funding opportunities of high value grants;
    • Develop and maintain the Grants and Opportunities Tracking Tool.
    • Develop staff capacity building plans to address capacity related gaps in the area of proposal writing.
    • Ensure integration of best practices in grants programming from both local and international experiences in conjuction with programmes.
    • Identify and secure new national based funding: Secure new funding streams from national-based corporate clients, individuals, trusts and statutory sources. Initiate and coordinate fundraising campaigns and events nationally to maximise new funding opportunities.
    • Funder Account Management: Responsible for delivering funder account and relationship management within the National Office (delegated responsibility from the National Director).
    • Ensure all contractual funding requirements are met and delivered on time in collaboration with finance and programme teams. Keep up to date with local and international donor policies and communicate these effectively.
    • Support risk management of projects: Supports National Director with risk management by leading the development and maintenance of project risk management plans.
    • Coordinate high quality funder visits to the program: Liaise with programme staff, member fundraisers and the funder to ensure high quality visits.
    • Support Finance Manager to complete funding forecasts, accurately identify funding gaps, manage matching funding obligations and track cash flows against grant commitments.
    • Ensure the maintenance of an effective contract and documentation management system and process: Ensure appropriate funder management systems and processes are in place and in compliance with HFH Zambia policy and practice.
    • Ensure effective storage and maintenance of donor contracts and other documentation in line with donor and HFH Zambia audit requirements.

    Global Village Coordination:

    • Plan, supervise and implement the strategic hosting of Global Village teams (for fundraising and donor retention) and ensure the safety and security of volunteers, ensure availability of logistics: hotel, transport and safety tools.
    • Oversee the Annual GV National Office Accreditation process for approval by the National Director
    • Oversee timely communication and share information related to the NO with sending countries/programs(SP) and GV participants who would be potential donors and provide responses to their requests
    • Review and volunteer Visa applications where applicable, in accordance with the requesting nationality. (Middle East, Eastern Europe and British citizens)
    • Review and amend GV standard documents: GV hand book, budget, itinerary, logistics memo, construction tool kit, blue print, orientation materials, emergency management plan, site/affiliate details, emergency packages etc;
    • Develop and implement the organization’s Safety Plan by training employees and volunteers on safe practices and standards consistent with Habitat for Humanity International policies.
    • Update the master GV schedule and check availability of work, and maintain/update VE-ITC website, create slots and review, approve and update booked GV teams.
    • Review feedback and comments from GV teams and share with the ND, program and other staff for improvement;
    • In accordance with the donor matrix, oversee donor recognition for HFH Tithing affiliates
    • Manage tithe recognition and reporting

    Communication:

    • Organize workshops, conferences and forums to inform the public about HFHZ’s work, based on the approved plan by the management team,
    • Develop, coordinate and execute communication strategy and plans: produce newsletters, brochures, donor recognition packages, videos and other related materials, and timely distribute to donors and other partners.
    • Based on the family profiles developed, write/review family stories and updates to be used for communication and sent to donors.
    • Ensure that all communication materials, including photographs and stories are organized, categorized and stored with easy access for use.
    • Prepare and distribute press releases and work with selected and relevant media to enhance visibility of the National Organization
    • On behalf of the National Organization, maintain correspondence and ensure timely communication with the Area Office and donors.
    • Develop/update country profile, impact presentation and other program updates and send to Area Office and donors, and   respond to their requests on time.
    • Manage the accounts of NO’s website, develop and upload contents, manage email accounts, develop other social media outlets in consultation with the ND
    • Review all NO internal communication and publications (business cards, newsletters, annual reports, banners and key HFHI recommended messaging.
    • Manage Board and sub-committee quarterly meetings in accordance with the NO’s strategic plan on operating with excellence.
    • Oversee the proper usage of HFH brand and logos in accordance with the HFHII stipulated communication on brand guidelines
    • Review all Departmental monthly, quarterly and annual reports – SIFT, GMIT and annual reports

    Stakeholder Relations Management:

    • Develop, review and manage the implementation of HFHZ stakeholder management strategy;
    • Establish and maintain stakeholder networking in all spheres of Government and private sector, including relevant decision makers
    • Initiate and foster new partnerships and networks and play a key role in driving the ambitious plans of HFHZ and the ND to establish its programme of engagement with key stakeholders thereby increasing HFHZ’s footprint and profile.
    • Represent the ND in key meetings and platforms as and when assigned and build HFHZ profile
    • Research and advise regarding government initiatives related or relevant to the HFHZ strategy;
    • Develop and review stakeholder management matrix
    • Manage contracts and MOU’s with strategic partners and stakeholders.
    • Support NO fundraising efforts by attending high level partner/donor meetings where applicable

    Staff Management:

    • Provide proper supervision and management for all direct reports and lead the establishment and functioning of a strong, effective and coordinated RDC team;
    • Ensure the proper implementation of HFHZ’s performance management system for direct reports
    • Proactively address performance issues through regular, constructive and honest feedback and coaching
    • Support staff career development and succession planning strategies
    • Other related duties as assigned by the Supervisor

    Knowledge (Education & Related Experience):

    • Minimum of a first degree in Communication, Journalism, Marketing, Business Administration, English or any other related fields. Master’s degree will be an added advantage.
    • A minimum of 5 years work experience in a managerial position in an INGO

    Title: Senior Technical Officer, Prevention, Treatment and Care

    Job Summary/Responsibilities:

    Under the supervision of the Technical Advisor, the Senior Technical Officer- Prevention, Care and Treatment will assist in providing technical support in HIV-related clinical care service in the ZDFPCT project across the country. He/she will support the Technical Advisor to provide leadership and management oversight of ZDFPCT Technical Department which includes PMTCT, HIV Counseling and testing services, Clinical care and antiretroviral therapy, Laboratory and Strategic information. In addition, He/she will lead the facility-based clinicians to oversee and provide leadership in clinical management of HIV/AIDS, including ART.

    Duties and responsibilities:

    1. Assist the Technical Advisor to provide leadership and oversee all technical components of the project

    2. Under the guidance of the Technical Advisor, develop and support implementation strategies of the HIV clinical care and treatment component of the project

    3. Assist in the provision of technical guidance to field staff and in-country partners ensuring that state-of-the-art knowledge is integrated into program planning and implementation

    Title: Technical Advisor, Strategic Information

    Supervisor: Deputy Project Director/Senior Technical Advisor

    Job Summary/Responsibilities:

    Under the supervision of the Deputy Project Director/Senior Technical Advisor, the Technical Advisor- Strategic Information will assist in the design and implementation of robust monitoring and evaluation systems that generate high quality data for performance improvement. He/she will participate in activities related to HMIS, research, targeted evaluation, surveillance, surveys, monitoring and evaluation.

    Duties and responsibilities:

    1. Assist the Deputy Project Director/Senior Technical Advisor in coordinating with stakeholders (national, international, and donor) in various phases of the project (from M&E system development to reporting and dissemination) to ensure that ZDFPCT fulfills its M&E needs. This includes reviewing existing data collection tools and making revisions accordingly.

    2. Coordinate with implementing partners, Defense Forces Medical Secretariat (DFMS) managers to ensure that ZDFPCT fulfills M&E requirements.  This includes working with these mentioned groups to make sure that they are carrying out appropriate data collection and reporting.

    3. Conduct data analysis and generate data reports which meet the reporting requirements of FHI360, US DOD and Ministry of Health (daily, weekly, monthly, quarterly, semi-annual and annual reports).

    4. Provide input into the implementation of the project M&E Work Plan on a regular basis and make updates to the Work Plan as needed.

    5. Review and assist in the development of collaborative M&E work plans with implementing partners including assisting in developing data collection tools for their component of the project

    6. Conduct site visits to health facilities and provide technical assistance to these sites to ensure that data collection is accurate, reliable, feasible, efficient and timely.

    Title: Technical Officer, Cervical Cancer

    Supervisor: Technical Advisor

    Location – Lusaka

    Job Summary/Responsibilities:

    Under the supervision of the Technical Advisor, the Technical Officer- Cervical Cancer will assist in providing technical support for cervical cancer screening interventions in the ZDFPCT project across the country. He/she will support the Technical Advisor to ensure that cervical cancer screening is integrated into facility HIV programs.

    Duties and responsibilities:

    Work in collaboration with the MoH national trainers and use updated guidelines to plan, coordinate and supervise the successful implementation of cervical cancer screening and treatment training.
    Ensure that project sites develop, implement, monitor and evaluate well thought out activities that will ensure all HIV positive women on ART are given the opportunity to undergo cervical cancer screening without fail;
    Collaborate with the DMS to in supervising facility-based cervical cancer screening focal point persons including nurses, clinical officers and doctors to implement quality cervical cancer screening and treatment programs per MOH guidelines.
    Support the effective integration and intensification of HIV services in already ongoing cervical cancer programs and vice versa;
    Oversee and ensure that women who need follow-up or referral for advanced care such as loop electrosurgical excision procedure (LEEP) and histopathology evaluation receive the appropriate referral services
    Under the guidance of the Technical Advisor, participate in relevant technical meetings including Cervical Cancer Technical Working Group meetings.
    Contribute to the reviewing and updating clinical care guidelines including cervical cancer screening and treatment guidelines in line with national and global guidelines
    Ensure quality assurance/quality control systems are effectively integrated into the program by conducting regular quality checks on randomly selected images of pre-cancerous lesions diagnosed by the facility-based teams.
    Oversee the planning and implementation of educational activities, including training of volunteers in raising awareness on the benefits of cervical cancer screening and conducting demand creation campaigns
    Coordinate supply chain and ensure timely, accurate forecasting and constant supply of cervical cancer screening equipment and consumables.
    Work with the M&E team to accurately document and analyze cervical cancer screening data and ensure that the data is used for timely decision making;
    Conduct appropriate operations/implementation science research to inform programming and improve patient outcomes
    Perform any other duties as may be assigned.

    1. Must be a Nurse Midwife with a BSc in nursing with 5-10 year working experience.
    2. An expert trainer and mentor in Visual Inspection and Acetic Acid (VIA)
    3. Experience in description and management of patients associated with positive VIA findings amongst HIV+ women
    4. Experience in managing and implementing busy cervical cancer screening programs;
    5. Good understanding of current national cervical cancer screening and HIV/AIDS prevention, care and treatment interventions

    Title: Technical Officer, Data Quality

    Supervisor: Technical Advisor, Data Management

    Under the supervision of the Technical Advisor- Data Management, the Technical Officer- Data Quality will assist in providing technical support in manage and maintenance of a comprehensive information resource or the project. He/she will ensure the consistency and integrity of data; oversee the collection and reporting of complex, related information. He/she will interpret data, including statistical values, and provide advice and consultation regarding implications of the data. He/she will participate in other activities related to HMIS, research, targeted evaluation, surveillance surveys and monitoring and evaluation as well as provide training to Information system users.

    Duties and responsibilities:

    1. Assist develop and design databases including applications for data capture and input, report generation, retrieval of data and other functions
    2. Conduct data analysis for the daily, weekly monthly, quarterly, semi and annual reports to the DOD and ad hoc program data/reports

    Under the guidance and direct supervision of the ARR(Governance), the Programme Analyst is responsible for management of UNDP programme within the thematic/sectoral areas assigned. The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within the governance portfolio and provides policy advice services.

     The Programme Analyst supervises and coordinates activities of the projects’ staff.     • Design and formulation of CO supported programmes within the governance area, translating national priorities into UNDP supported interventions within the context of UNDP strategic plan. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
    • Initiation of projects, presentation of the projects to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 1 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
    • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects.
    • Follow up on audit recommendations. All exceptions are timely reported.
    • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
    • Develop and implement M&E framework for Governance programme
    • Preparation of inputs for reporting, including donor reporting.
    • Effective application of RBM tools, ATLAS, establishment of management targets (BSC) and monitoring achievement of results.

    Ensures creation of strategic partnerships and implementation of the resource  mobilization

    strategy focusing on achievement of the following results:

The ZDFPCT project is implemented by FHI 360 for continuing collaborations with the Zambia Defense Force (ZDF) and Ministry of Health (MOH), in scaling up prevention, care, treatment, and support for adults and children living with HIV and TB, through the military, their families and surrounding communities. The project conducts a range of activities to reach the UNAIDS 90-90-90 fast track goals by 2020 and contribute to reaching epidemic control.

    Job Summary/Responsibilities:

    Under the supervision of the Technical Advisor, the Senior Technical Officer- Prevention, Care and Treatment will assist in providing technical support in HIV-related clinical care service in the ZDFPCT project across the country. He/she will support the Technical Advisor to provide leadership and management oversight of ZDFPCT Technical Department which includes PMTCT, HIV Counseling and testing services, Clinical care and antiretroviral therapy, Laboratory and Strategic information. In addition, He/she will lead the facility-based clinicians to oversee and provide leadership in clinical management of HIV/AIDS, including ART.

    Duties and responsibilities:

    Assist the Technical Advisor to provide leadership and oversee all technical components of the project Under the guidance of the Technical Advisor, develop and support implementation strategies of the HIV clinical care and treatment component of the project Assist in the provision of technical guidance to field staff and in-country partners ensuring that state-of-the-art knowledge is integrated into program planning and implementation Ensure the training of relevant staff in HIV/TB related clinical care/ART across the project Support the development of guidelines, tools and recommendations related to the implementation, evaluation of clinical management and monitoring of HIV/AIDS Assist in the development of evaluation strategies for HIV related clinical care indicators Supervise and provide technical support for facility-based Technical Officers Contribute to identifying, analyzing, documenting and disseminating best practices and lessons learned from the ZDFPCT project related to HIV clinical care and treatment Apply these lessons learnt to modify existing program and improve the design of new programs Perform other duties as assigned

Registered member of the Health Professions Council of Zambia (HPCZ) At least three in a technical leadership role for a project of similar size and complexity Experience in care, treatment and support for adult and Pediatric HIV/AIDS and TB at the clinical level. Demonstrated management skills, including relevant experience in direct supervision of professional Staff.

    The Sr. Maternal and Reproductive Health Specialist will lead the design and execution of the maternal and reproductive health aspects of the project in collaboration with the Chief of Party (COP).  He/she will work with Central MOH technical counterparts to promote best practices in maternal and reproductive health interventions at the Central and subnational levels. This includes support to the MOH’s efforts to provide program leadership for implementation of best practices; support project Provincial Team Leads’ work at the subnational level to assist DHOs and PHOs to select and implement evidence-based, cost effective and high impact maternal and reproductive health interventions; work with the COP to build key technical partnerships, and represent the project in technical forums.. This position is based in Lusaka with extensive travel in Zambia. The position is contingent upon contract award to Abt Associates.

    Preferred Skills / Prerequisites

    • Medical Degree with at least 15 years of experience in maternal and reproductive health required; MPH preferred
    • Demonstrated technical depth in health systems strengthening and maternal and reproductive health activities in Zambia or similar country settings
    • Experience working with Zambia Ministry of Health strongly preferred
    • Experience building and maintaining partnerships with other projects, local organizations, host country governments and international agencies
