I. Program Description:

The Bill and Melinda Gates Foundation have funded a three-year project which will provide technical support to two Agriculture Technology Demonstration Centres (ATDC) in Mozambique and Zambia. The goal of the project is to improve the effectiveness of the Chinese funded ATDC’s as technology and innovation hubs, making them key contributors to country led, inclusive agricultural transformation.

The project includes two core components; the first will support the ATDC leadership and staff to build their management capacity and strengthen organizational functions and the second component will enhance the ATDC’s capacity to identify, demonstrate, and pilot transformative technologies in key value chains. In Zambia, the focus will be on the indigenous poultry (free range or village chicken) value chain which was selected after a study was conducted on behalf of the ATDC. The project involves significant stakeholder engagement of value chain actors including the private sector, NGOs and Government ministries and institutions with the University of Zambia (UNZA) playing a significant role as the primary partner.

II. Position Description:

The Agriculture Technology Specialist is a three-year project funded position. The position will be housed at the ATDC with the first year’s employment through TechnoServe. To align with the goal of ensuring sustainability of the centre, the subsequent years of employment will be through University of Zambia with the vision of continuing beyond the life of the project.

The Agriculture Technology Specialist will be responsible for the introduction of the four-step ATDC Technology Transfer Model for the Agricultural Technology Demonstration Centre program in Zambia.

The Agriculture Technology Specialist’s role is:

  • To identify, test, and evaluate improved technologies and models;
  • To support the ATDCs to engage with local research institutes, private sector companies, and NGO projects to identify, test, and evaluate existing technology solutions which might be a good fit with SHF needs;
  • To develop and disseminate training-of-trainers (TOTs) programs and materials on selected technologies;
  • To support capacitation of ATDC to implement ATDC Technology Transfer Model (TTM) process, including the development of various frameworks and tools;
  • To engage in dissemination of results from the TTM to relevant stakeholders; and
  • To support development of communications regarding results of technology demonstrations and broader ATDC communication needs.

Specific core responsibilities include:

  • Be part of the design of the Industry Strategic Plan (ISP) for indigenous poultry and manage its implementation;
  • Identify relevant technologies to demonstrate and pilot for the indigenous poultry sector;
  • Conduct and manage the smallholder farmer needs assessment; develop data-sets and facilitate the poultry assessment on behalf of ATDC;
  • Develop training materials and participate in the training of farmers taking part in the Project;
  • Monitor and evaluate the success of demonstration plots and assist to determine the technologies which will be piloted;
  • Monitor and evaluate the success of the poultry pilot which will contribute to the strategy to scale-up implementation;
  • Assist the Program Manager in the implementation of program strategy and activities in accordance with overall programmatic practices (donor relations, communications and visibility, special projects, reporting); and
  • Assist in the effective monitoring and evaluation of program activities including monitoring farmer demonstration and pilot plots.

III. Skills & Experience

Qualifications & experience

  • Zambian citizen or right to work in Zambia;
  • Degree in agricultural science with a specification in animal husbandry or related discipline, Masters preferred;
  • 5 years of experience working in the agriculture sector, preferably in the private sector
  • Proven experience working in the poultry value chain with knowledge in poultry production and preferably directly with indigenous (free range) poultry;
  • Strong knowledge of general agribusiness in Zambia and working with small-holder farmers (SHFs);
  • Strategy development and implementation, and development of strategic partnerships is an added advantage; and
  • Previous experience working in a multi-cultural environment; knowledge of Chinese culture / language is an added advantage.

  • Demonstrated capacity to produce high quality reports in English;

The incumbent will provide technical expertise in developing opportunities that will enhance smallholder farmers’ access markets and market services. This will also include fostering linkages with the production side of the value chain where enhanced access to improved farming technologies that climate sensitive and financial services such as input financing done through input credit and/or savings as well as access to weather based index insurance to protect their gains through farming.


The Programme Officer will lead the planning and implementation of Market support activities targeting smallholder farmers, private sectors (agro-dealers and processors) and aggregators. Specific tasks and responsibilities will include the following:

Market Mapping

  • Lead the mapping local potential markets focusing on legume (Soy Bean, Cow Peas, Mixed Beans value chains
  • Analyze current market trends in terms of market demand and supply, price-scheduling mechanisms, market determinant factors, supply chains and government market regulatory and control mechanisms
  • Analyze possible potential risks the project beneficiaries may face regarding market access and propose remedial measures
  • Propose innovative measures to facilitate access to market information for smallholder farmers to enhance their decision-making process which includes gross margin computation
  • Explore partnerships with micro financing institutions in facilitating trade financing for aggregators and how that guarantees market access for smallholder farmers

Value Chain Analysis of Legumes

  • Assess the resources, skills and capacities of small farmers related to procurement of inputs and production of legumes (soy beans, mixed beans, cow peas and ground nuts);
  • Understand the existing market environment and market negotiations between different market players;
  • Understand the production capacity of smallholder farmers through their farmer Organizations in terms of their ability to access services, credit, information and resources;
  • Suggest improvements in the value chain system to ensure direct linkages of the smallholder farmers to the major markets to increase their agricultural incomes;

Aggregator Management

  • Develop tailored curriculum to strengthen aggregators’ skills to enhance their market service support to smallholder farmers;
  • Provide lead in ensuring aggregators adhere to standard procedures such as quality of commodities aggregated, packaging and weights and use of recommended and approved implements used in weight checking (scales) and moisture measurements (moisture meters);
  • Provide lead role in rolling out the setting up of Rural Aggregation Centers (RACs) to capacitate smallholder farmers in bulking quantities that will attract off-takers thereby reducing transaction costs;


  • Support the identification, development and management of potential partnerships leading to improved market support to smallholder farmers;
  • Lead the identification of capacity needs for partners (NGOs playing their roles as implementing partners and Government at National, Provincial, District and field levels);
  • Act as liaison person within WFP on all market access support services.
  • Represent WFP during donor meetings and missions to field sites around markets;

Other related tasks

  • Perform any other tasks required by the Manager and Team Lead of Smallholder Farmers Support Unit and Head of Programme.


  • Have minimum of 5 years working experience working in comparable and/or relevant position in the public service or private sector or an International Organization
  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing programmes.
  • Has provided input into policy discussions and decisions.

Plant Quality Supervisor


To supervise all activities related to the quality assurance of seed products at the processing plant and advise the supply team on measures to improve quality results during seed processing.


  • Promote an actively caring culture for safety amongst all personnel, contractors and visitors.
  • Give technical advice to plant supervisors and operators regarding processing activities in order to maintain high seed quality during processing.
  • Coordinate the implementation and upkeep of the quality management system in the plant.
  • Assist in the collection of reliable data which can be applied in continual improvement for plant and seed processing activities.
  • Collect reliable post-control data and analyze it in order to allow proactive remedial actions where necessary and the application of such data for continual improvement of seed and plant quality.
  • Continuously monitor plant production processes from receiving to final product to ensure that a high standard of quality is maintained.
  • Generate reports and incident rates required for the evaluation and measurement in the quality program.
  • Collaborate with site personnel on internal/external audits, trending efforts, non-conformance investigations and associated corrective and/or preventive action.
  • Participates in plant operations such as packaging, warehouse / inventory management / distribution, carryover, etc.
  • Responsible for the following up regarding quality testing: sample submission and batch results follow up.

Minimum Requirements

  • Must have a Bachelor’s Degree in Agricultural Science or related field.
  • Must have at least 1 year experience in a similar capacity from a recognized institution.
  • Must be fluent in English.
  • Must know how to use MS Office software (Excel, E-mail, Word, Project etc.).
  • Should possess excellent interpersonal and communication skills.
  • Should possess analytical and problem-solving skills.
