Job Summary

The USAID/PEPFAR SAFE Project works closely with GRZ health facilities to provide HIV/AIDS services in Central, Copperbelt and North-western Provinces. The project now seeks the services of experienced, qualified and energetic health professionals to fill the position of ART providers/facility-based clinicians who will be based in the districts across the Province This position will report to the SAFE Provincial Director of Clinical Services and staff at the facility TBD.

Primary Responsibilities and Duties:

Provide the complete range of services to ART clients on a daily basis;Initiate new clients on to treatment using the most recent treatment guidelines from MOH;Ensure that ART clients have their laboratory investigations and receive their results as per GRZ standards;Follow up with the Laboratory on outstanding results;Inform SAFE/Facility about any signs of drug resistance that you observeWork with treatment adherence supporters to ensure that all patients are retained on treatment and that they get positive outcomes from treatment;Refer clients who are not ART adherent to treatment adherence supporters for counselling and to develop adherence plan including parents struggling with paediatric adherence.Work with district and SAFE Project nutritionists to provide all clients with a Nutrition Assessment and Counselling serviceWork with the M&E unit and project Data Entry Clerks (DEK’s) to compile trends related to the UNAIDS strategy of 90-90-90;Work with M+E unit to observe and document trends related to viral load results for each client and per facility and report cases of high VL through relevant channels;Establish a system for daily data review on key indicators which includes reporting anomalies or data spikes to supervisor. Develop responsive action plan where appropriate;Attend facility and district led meetings on ART particularly those involving SAFE supported facilities;Conduct consultative facility level meetings with the aim of sharing and reviewing data and making action plans;Establish communication pattern with the TB department to make bidirectional referrals and to rule out co-morbidity of HIV and TB;Provide on-site mentorship to facility staff on new developments in ART;Complete monthly and quarterly reports as well as participate in DQA activities;Work closely with and supervise community volunteers to ensure that they are maximizing time, attending to duties and following and supporting clients, which includes the indexing of newly HIV diagnosed clients, following-up with pre-ART clients who need initiation and active tracking of defaulters.Any other duty assigned by SAFE Senior staff;

Qualifications, competencies and core operational behaviours:

Diploma in Clinical Sciences or Clinical Medicine with additional training and experience in adult and paediatric ART;Willingness and ability to work long hours and hours outside of 8-5;Willingness to work in the field and to support and supervise volunteers outside the facility;Ability to work in harmony with GRZ and SAFE staff and adhere to code of conduct and ethics;Maintain positive communication skills and personality appropriate for mentoring health workers and on the job training;Able to exhibit professionalism, respect, confidentiality and positivity;Ability to be flexible and innovative while adhering to best practices;In-depth knowledge and understanding – practice of both WHO and Zambian treatment guidelines;Ability to multi-task efficiently and prioritize activities in support of Project goals and deadlines;Willingness to support roving/mobile teams when called upon.

VII. Preparation of terminal packages such as gratuities and leave days payments for leavers;

VIII. Coordinates HR /Staff wellness committee and ensures that monthly stand-up meetings are taking place and action points are being followed up; encourages staff representatives to hold consultative meetings with staff regularly;

IX. Coordinates insurance of staff medical, Group Life Assurance, Group Accident Policy and ensures value for money;

X. Ensure that staff benefits such as medical scheme and Group Life Assurance (GLA) are well managed to guarantee provision of good services to SCI staff members;

XI. Facilitates the provision of safe and secure working environment for the staff at the CO and field office; coordinates HR initiatives such as staff wellness activities, etc in the CO, and suggests new and innovative ways of how the initiatives should continuously be improved; investigates problems and issues and works in partnership with others to come up with solutions and transfer knowledge;

XII. Demonstrates on-going proficiency in the human resources specialty through continuous learning and provision of reliable output; maintains a “best practices” mind set and looks for opportunities to implement improvements in the area of human resources management;

XIII. Responsible for monthly downloading of timesheets from the UNIT4 Agresso effort reporting system and share with the focal point person at Save the Children US for onward submission to Abt Associates under the Systems for Better Health project;

I. Program Description:

The Bill and Melinda Gates Foundation have funded a three-year project which will provide technical support to two Agriculture Technology Demonstration Centres (ATDC) in Mozambique and Zambia. The goal of the project is to improve the effectiveness of the Chinese funded ATDC’s as technology and innovation hubs, making them key contributors to country led, inclusive agricultural transformation.

The project includes two core components; the first will support the ATDC leadership and staff to build their management capacity and strengthen organizational functions and the second component will enhance the ATDC’s capacity to identify, demonstrate, and pilot transformative technologies in key value chains. In Zambia, the focus will be on the indigenous poultry (free range or village chicken) value chain which was selected after a study was conducted on behalf of the ATDC. The project involves significant stakeholder engagement of value chain actors including the private sector, NGOs and Government ministries and institutions with the University of Zambia (UNZA) playing a significant role as the primary partner.

II. Position Description:

The Agriculture Technology Specialist is a three-year project funded position. The position will be housed at the ATDC with the first year’s employment through TechnoServe. To align with the goal of ensuring sustainability of the centre, the subsequent years of employment will be through University of Zambia with the vision of continuing beyond the life of the project.

The Agriculture Technology Specialist will be responsible for the introduction of the four-step ATDC Technology Transfer Model for the Agricultural Technology Demonstration Centre program in Zambia.

The Agriculture Technology Specialist’s role is:

To identify, test, and evaluate improved technologies and models;To support the ATDCs to engage with local research institutes, private sector companies, and NGO projects to identify, test, and evaluate existing technology solutions which might be a good fit with SHF needs;To develop and disseminate training-of-trainers (TOTs) programs and materials on selected technologies;To support capacitation of ATDC to implement ATDC Technology Transfer Model (TTM) process, including the development of various frameworks and tools;To engage in dissemination of results from the TTM to relevant stakeholders; andTo support development of communications regarding results of technology demonstrations and broader ATDC communication needs.

Specific core responsibilities include:

Be part of the design of the Industry Strategic Plan (ISP) for indigenous poultry and manage its implementation;Identify relevant technologies to demonstrate and pilot for the indigenous poultry sector;Conduct and manage the smallholder farmer needs assessment; develop data-sets and facilitate the poultry assessment on behalf of ATDC;Develop training materials and participate in the training of farmers taking part in the Project;Monitor and evaluate the success of demonstration plots and assist to determine the technologies which will be piloted;Monitor and evaluate the success of the poultry pilot which will contribute to the strategy to scale-up implementation;Assist the Program Manager in the implementation of program strategy and activities in accordance with overall programmatic practices (donor relations, communications and visibility, special projects, reporting); andAssist in the effective monitoring and evaluation of program activities including monitoring farmer demonstration and pilot plots.

Zambian citizen or right to work in Zambia;Degree in agricultural science with a specification in animal husbandry or related discipline, Masters preferred;5 years of experience working in the agriculture sector, preferably in the private sectorProven experience working in the poultry value chain with knowledge in poultry production and preferably directly with indigenous (free range) poultry;Strong knowledge of general agribusiness in Zambia and working with small-holder farmers (SHFs);Strategy development and implementation, and development of strategic partnerships is an added advantage; andPrevious experience working in a multi-cultural environment; knowledge of Chinese culture / language is an added advantage.

The Skipper is the primary boat operator, charged with steering the correct course, controlling the throttles and engine speed, and maneuvering the boat.
