REPORTS TO: The Country Programme Manager – Africa Water Investment Programme (Lusaka, Zambia) and the Senior Communication Specialist – Global Water Partnership Southern Africa and Africa Coordination Unit (Pretoria, South Africa)

This consultancy is commissioned by the Global Water Partnership (GWP) as part of the programming for the Continental African Water Investment Programme (AIP) Water Climate Development Investments Support Programme and National Adaptation Planning (NAP) process in Zambia.

GWP is an intergovernmental organisation established in 1996 to support countries in their efforts to implement more equitable and sustainable management of their water resources. The network spans 13 regions with over 3000 partner organizations in 179 countries. It has 68 accredited Country Water Partnerships and 13 Regional Water Partnerships. GWP Southern Africa (GWPSA) is the regional arm of GWP and was launched in June 2000. Over the years, GWPSA has grown rapidly into a regional network of over 350 Partner organizations concerned with water resources management. GWPSA is implementing the

Continental Africa Water Investment Programme (AIP), which was officially adopted by the Assembly of the African Union Heads of State in February 2021, as part of the Programme for Infrastructure Development in Africa (PIDA) Priority Action Plan.

The AIP will improve the investment outlook for water security and sustainable sanitation on the continent by addressing the two main bottlenecks to investment: the lack of finance, and bankable project proposals. Zambia is one of five countries piloting the AIP, along with Benin, Cameroon, Tunisia, and Uganda.

GWPSA is also providing implementation support to Zambia’s Ministry of Lands and Natural Resources in the development of the country’s National Adaptation Plan (NAP) for climate change. The process was initiated in March 2021, and the department is working towards finalising the plan in the first quarter of 2023.

The NAP will guide Zambia’s government in taking action against the current and forecast negative impact of climate change on the country’s economy, environment, and society. In Zambia, as in many other African countries, sectors such as food production, water security, and forestry are highly vulnerable to the impact of climate change.


The main objective of the assignment is to provide communication support to GWPSA’s activities in Zambia and increase the visibility of both projects in the country among the desired target audience.


The Consultant is expected to undertake the following:

Develop and implement effective communication strategies that build awareness and trust of GWPSA activities in Zambia related to the AIP and Zambia NAP process.
Undertake content development including, but not limited to reports, newsletters, programme brochures, briefs, country profiles, infographics, PowerPoint presentations, social media posts, and video. This including gathering information, writing, editing, sourcing graphics and photos, editing, and management with all external support.
Facilitate regular and timeous communication with the Zambia Water Partnership (ZWP) leadership, partners, government stakeholders, donors, and all other relevant parties.
Execute the communication strategy of the Zambian NAP process, under the guidance of the Senior Communication Specialist – Global Water Partnership Southern Africa and Africa Coordination Unit.
Establish and maintain earned visibility and awareness of both the AIP and the Zambia NAP Process in the Zambian press, including digital, broadcast, and traditional channels. Track the media coverage of the AIP and the Zambia NAP Process in the Zambian press and report on it regularly.
Conceptualise, budget, execute events, both digital and physical, to support the objectives of both the AIP and the Zambia NAP Process.
Source and manage all communication-related external service suppliers including photographers, videographers, graphic designers, copyeditors, translators, etc.
Use digital data and analytics to assess the performance of communication activities.
Ensure linkage and contribution of the communication activities implemented under the NAP process to the achievement of the objectives of the National Climate Change Communication Strategy.
Undertake any other duties deemed as necessary by the Zambia AIP Country Manager and the Senior Communication Specialist – Global Water Partnership Southern Africa and Africa Coordination Unit.


The Consultant will report to the Zambia AIP Country Manager and to the Senior Communication Specialist – Global Water Partnership Southern Africa and Africa Coordination Unit, based in Pretoria, South Africa. The Consultant is also expected to work closely with the NAP project team.


The post will be located in Lusaka, Zambia.


The is a fulltime consultancy (8 hours per day, Monday through to Friday) for the duration of 1 year.


The consultant should have a university degree in public relations, marketing, journalism and media, communications, digital communication for business development, or similar.

Applicants with a diploma in Journalism, mass communication or equivalent and at least 10 years of relevant experience, demonstrated competencies, and skills are also invited to apply.


Excellent writing and copy-editing skills in the English language.
Publication production and management.
Basic graphic design ability. Formal graphic design experience using Adobe suite is advantageous.
Email marketing experience using Mailchimp or similar client.
Media liaison and public relations experience with established contacts in the Zambian media/journalism sector. Crisis communications experience advantageous.
Event management, including virtual event management.
Knowledge and familiarity of the Zambian media landscape with at least five years working experience.
Social media content creation, community management, and paid promotion.
Website management via WordPress. Website management via EpiServer is advantageous.
Video production and editing advantageous.
Experience in development communications and/or climate change communications advantageous.
