Organization Profile

The ECHO -Village Water Borehole rehabilitation is a 5-year project working with CO2 Balance a British company, to rehabilitate and maintain water points in Central Province in the Republic of Zambia. The project is aimed at ensuring that vulnerable communities that use wood fuel to purify water can be supplied with clean water through borehole rehabilitation and avoidance of greenhouse gas emissions due to combustion of wood fuel. The project ensures that the quality of water delivered through rehabilitated water points is fit for human consumption for the entire 5- year length of the project.

The organization seeks to engage qualified individuals in the following positions:

1.     BOREHOLE TECHNICAL REHABILITATION OFFICER

Position Description

The Technical Borehole Rehabilitation Officer is responsible for supervising construction of broken boreholes in Central Zambia. The officer will work hand in hand with Project Manager, Project Accountant, Project Community Mobilization and Monitoring and Evaluation Officers. The Rehabilitations Officer will facilitate identification of broken boreholes, Technical Repairs and Civil Works using the set criteria.

Essential functions include, but are not limited to the following: 

  • Ensuring that suitable communities are selected to benefit from rehabilitations of broken down boreholes according to set criteria
  • Conducting technical assessments of identified broken down boreholes to determine quantities of materials needed
  • Supervising APMs and Masons in rehabilitation of boreholes in all beneficiary communities
  • Supervising civil works of all boreholes which require civil works
  • Checking and recording actual depths of rehabilitated boreholes
  • Recommending successful completion of rehabilitations to agreed conditions
  • Working in close collaboration with the District WASH coordinators and EHTs to help improve hygiene, water provision, water testing, mapping of water and recording of hygiene in the District
  • Ensuring collections and submissions of required technical data in a timely manner.

Measurable outputs of the work assignment:

  •  Gathered baseline and end line data on project interventions
  •   Monthly personal goals achieved on time
  • Monthly/quarterly/annual/ad hoc reports, risks assessments are prepared and updated;
  • Number of program activities implemented in keeping with personal work plan;
  • Number of rehabilitations successfully complete;
  • All rehabilitation activities implemented in keeping with project rehabilitations strategies

Education, Skills and Experience:  


  • The Position requires an individual in possession of a minimum of higher technical Diploma or degree in Building and Civil Engineering or Water Engineering or related discipline from a well-recognized college or university.
  • A holder of a Certificate in a related discipline with at least 3 years experience supervising borehole drilling/well construction may apply.
  • Must be a holder of a class C valid drivers’ license (manual) with three (3) years driving experience
  •  Excellent oral and written communication skills;
  • Demonstrated experience in repairing/renovating boreholes
  • Ability to carry out borehole assessment and develop bills of quantities
  • Extensive knowledge of the following community-based approaches will be an added advantage; CLTS, Sanitation marketing, Hand Pump Mechanics Associations
  • Knowledge of WHO standards for drinking water quality
  • Knowledge in potable water tests will be an added advantage
  • knowledge of sources of well contamination and remedial actions.
  • Three (3) years experience with international organisations and international NGOs
  • The ideal person must be hard working, flexible and willing to learn. They must be open to new ideas and able to work under pressure with minimum supervision.

Reporting and Organizational Relationships: 

  • Reports to the Project Manager but works closely with accounts office and the rest of the project team.
