SRO-SA is seeking to recruit two junior individual consultants to provide substantive technical and coordination support to the work of the Cluster. Specifically, one consultant will primarily anchor the provision of technical support to member States in the development of national policies and their alignment with the regional frameworks. The consultant will also support the development of attendant policy implementation plans and strategies and anchor the actual implementation as well as support other stakeholders including the private sector in playing specific roles in industrialization. The other consultant will support member States address the demands/requirements of the AfCFTA including the preparation of implementation plans and enhancing capacity for stakeholders, including MSMEs in taking advantage of the opportunities offered by the agreement.

The assignment is for an initial period of six (6) months. The duration may be extended for another six (6) months depending on the successful completion and delivery of assignments under the present consultancy and the availability of resources. The consultants will be based in Lusaka and may undertake official missions outside of Zambia, depending on the COVID-19 travel situation and the requirements of specific tasks being undertaken.

Duties and Responsibilities

Background and rationale

The Economic Commission for Africa (ECA) sub regional office for Southern Africa (SRO-SA) based in Lusaka (Zambia) is responsible for supporting the following regional member States; Angola, Botswana, Eswatini, Lesotho, Malawi, Mozambique, Mauritius, Namibia, South Africa, Zambia and Zimbabwe. The focus area of SRO-SA within the overall work of ECA is on Inclusive Industrialization. However, for delivery purposes, the work of SRO-SA is divided into two interrelated clusters, Sub regional Initiatives and Inclusive Industrialization.

The Inclusive Industrialization Cluster supports the acceleration of the regional industrialization agenda through (a) assisting member States and regional economic communities (RECs) to promote and develop inclusive industrialization policies, national and regional plans and appropriate institutional frameworks; (b) collaborating with the Southern African Development Community (SADC) and the Common Market for Eastern and Southern Africa (COMESA) Secretariats in supporting regional socio-economic development; (c) convening expert group meetings and policy dialogues and providing technical support and advisory services to member States and key stakeholders aimed at enhancing their capacity to design and implement priority initiatives towards economic transformation, and (d) assisting the private sector including micro, small and medium enterprises play a leading role in industrialization through capacity development and the creation of conducive operating environments. The cluster undertakes research on various dimensions of industrialization including on the role of the private sector and micro, small and medium enterprises and on inclusive industrialization. Overall, the work of the Cluster is anchored on the industrialization frameworks elaborated by both COMESA and SADC and the attendant implementation strategies and their subsequent domestication by regional member States.

Industrial development is central to economic diversification, enhancement of productive capacities, meeting the needs of regional citizens, the creation of wealth and employment, reduction of poverty and setting the economies on a sustainable growth path. The SADC and COMESA Secretariats have developed policies and strategies to anchor regional industrial growth and diversification. Both RECs have recently accelerated the promotion of industrialization as a precursor to enhanced and diversified trade through the adoption of requisite frameworks and actions plans to guide their member States.

The SADC Industrialization Strategy and Roadmap (2015-2063) was developed and subsequently adopted by the SADC Heads of State and Government in April 2015 and the attendant Costed Implementation Plan (2015-2030) was approved by the SADC Council of Ministers in 2017. Building on the foundation laid by the COMESA Industrial policy adopted by the Summit of Heads of State in 2015, the COMESA Industrialization Strategy (2017-2026) was adopted in 2017 and the Draft Costed Action Plan was prepared in 2019. Overall, these two regional industrialization frameworks and action plans are aligned to the continental policy frameworks, most notably the Africa Industrial Development Action Plan (AIDA), the Africa Mining Vision (AMV), Comprehensive Africa Agriculture Development Programme (CAADP), the Program on Infrastructure Development for Africa (PIDA), and are underpinned by the aspirations and priorities of Agenda 2063, Agenda 2030 and the African Continental Free Trade Area (AfCFTA).

The SADC industrialization agenda derives impetus from the Industrial Upgrading and Modernization Programme (IUMP) adopted in 2009 to enhance competitiveness, strengthen production capabilities and reinforce the institutional support structure of industry in the region and the SADC Industrial Development Policy Framework (IDPF) adopted in 2013 to boost sectoral interdependence and economic and trade diversification within the region. Furthermore, the SADC Protocol on Industry (2019), provides support and commitment to the regional industrialization agenda anchored on beneficiation, value addition and value chains development. Specifically, Article 12(2) of the Treaty establishing SADC, places industrialisation as one of the core areas of integration with the aim of building a diversified, innovative and globally competitive regional industrial base and thus anchors all current initiatives. The SADC Industrialization Strategy is anchored on; industrialization as champion of economic transformation; competitiveness as an instrument of efficiency and new source of wealth creation; and on deepened regional integration as a key driver. Deeper regional integration underpinned by industrial policy levers including collaboration will enhance the competitiveness that will drive industrialization. Hence the use of industrial policy tools to move upwards and strengthen regional value chains and take appropriate positions in global value chains will drive industrialization in Southern Africa.

COMESA developed and adopted an Industrial Policy in 2015 to anchor industrial development. The Policy is the foundation of the Industrialization Strategy (2017-2026) which is aligned with the COMESA Medium Term Strategic Framework in which industrialization is one of the strategic pillars. Furthermore, the COMESA Industrial Policy (2015) and the Strategy (2017) are both in line with the COMESA Treaty especially its Article 99 on cooperation in industrial development whose objectives are the promotion of self-sustained and balanced growth and an increase in the availability of industrial goods and services for intra-Common Market. Overall, the Industrialization Strategy is underpinned by national harmonized industrialization policies and the regional vision of a globally competitive environmental-friendly, diversified industrial sector which is based on innovation and manufacturing as tools for transforming regional resources into sustainable wealth and prosperity for all. The goal of the strategy is to develop a vibrant and sustainable industrial sector. The SADC and COMESA regional industrialization frameworks inform policy frameworks in regional member States in their development pursuits anchored on the exploitation of the abundant natural resources. Industrialization and structural transformation are essential for rapid long-term economic growth and job creation. Yet the low levels of value addition and the poorly developed value chains and linkages deny regional member States the developmental benefits from resources exploitation. However, the front-load industrialization by RECs as an anchor for transformation is an attempt to energize regional development and socio-economic transformation to address poverty, unemployment and inequality. The harmonization of industrial policies to provide a platform for regional value chains has become a rallying point for deepening economic integration in Southern Africa. Thus, a key action in facilitating a regional approach to industrialization in both SADC and COMESA is the domestication of the aspirations of the regional frameworks and the attendant alignment with national industrialization visions and strategic industrial development plans. Although currently regional member States are seized with the development of industrialization policy frameworks and implementation plans, many of these new frameworks are not fully aligned to the regional frameworks and are neither harmonized amongst themselves nor in synergy. Yet for the success of the regional approach to industrialization through regional value chains and beneficiation as envisaged in the COMESA and SADC frameworks and the Tripartite, a harmonized industrial policy environment to underpin the regional industrial base, promote, leverage and exploit the benefits envisaged under both the Tripartite and the African Continental Free Trade Area (AfCFTA), is imperative. Cognizant of the need to create a level playing field for industrial expansion, regional member States in Southern Africa have prioritized the development of harmonized national industrial policies and implementation plans to anchor transformation and development. There is consensus in the regional and national frameworks on commodities being the drivers of the envisaged transformation, specifically through value addition, linkages and beneficiation and thus the need to create an environment where value chains can develop across national boundaries. The predominance of value chains development and beneficiation in the two regional frameworks derives from the rich natural resources base which provides the basis for economic take-off across the member States, especially with value addition and beneficiation.

A critical element in the industrialization process is the active participation of the private sector including micro, small and medium enterprises. Supported by regionally harmonized local content policies, the local private sector and MSMEs will prosper in a harmonized regional policy environment which permits growth and the exploitation of regional value chains in the various commodities. However, progress in domestication of regional policy frameworks is undermined by the lack of capacity at national level and the associated lack of requisite implementation and monitoring and evaluation plans. Overall, the implementation of harmonized national industrial policies, including policies for special economic zones development, will anchor the development of a regional industrial base and promote, leverage and harness the benefits envisaged under the AfCFTA and the EAC-COMESA-SADC Tripartite Free Trade Area (TFTA). The SRO-SA Inclusive Industrialization Cluster will support the national and regional initiatives towards accelerating the industrialization agenda.

The other consultant will support member States address the demands/requirements of the AfCFTA including the preparation of implementation plans and enhancing capacity for stakeholders, including MSMEs in taking advantage of the opportunities offered by the agreement.

In the performance of day-to-day activities, the consultants shall work under the direct supervision of the Chief of the Inclusive Industrialization Cluster with overall supervision from the Director of SRO-SA.

Duties and responsibilities of the consultants

The consultants will specifically:

i. Contribute to research and policy analysis in support of socio-economic and industrial development priorities at national and sub regional levels, particularly in the context of the Agenda 2063 and the Agenda 2030 for sustainable development, the SADC Industrialization Strategy and Roadmap and the COMESA Industrial Policy and the attendant national initiatives and strategies on industrialization including on special economic zones and joint industrialization initiatives by member States;
ii. Contribute to research and analytical work on the role of the private sector including micro, small and medium enterprises as anchors of industrialization in Southern Africa including their specific roles in research, innovation and development, value addition and beneficiation and the development of value chains;
iii. Contribute to research and policy analysis and capacity building in support of the participation of regional member States in the AfCFTA including the identification of value chains, the development of national AfCFTA policies, attendant implementation strategies and the establishment of requisite monitoring frameworks;
iv. Carry out research, data analysis and contribute to the drafting of background documents and technical reports including parliamentary reports on support to member States, RECs, other Intergovernmental Organizations and other stakeholders;
v. Liaise with member States, COMESA and SADC in supporting industrialization and industrial development across Southern Africa including work on regional value chains leveraging the expertise and support of UNCTAD, UNIDO and UNRCOs and the African Development Bank;
vi. Contribute to the development and operationalization of monitoring, evaluation and reporting platform for tracking industrialization and regional integration in Southern Africa;
vii. Support capacity building activities through group training and institutional strengthening on industrial development priorities and the AfCFTA at national and regional levels;
viii. Support communication and outreach activities of the Sub-programme, including the updating and/ or drafting of information and communication strategies and policy briefs on industrialization in Southern Africa;
ix. Draft position, technical papers and project documents related to socio-economic development and industrialization work of the Cluster and Sub-programme;
x. Draft concept notes, issues papers, and prepare meeting documentation and contribute to the organization and servicing of meetings/workshops/dialogues under the responsibility of the Cluster and Sub-programme;
xi. Draft various documents, including meeting minutes and reports, outcome documents; speeches, talking points, review and summarize documents of importance for the implementation of the activities of the Cluster and Sub-programme;
xii. Contribute to the monitoring, evaluation and reporting on the activities of the Cluster and the Sub-programme.
xiii. Participate in missions pertaining to work of the Cluster and the Sub-programme as may be required;
xiv. Contribute to the implementation of various components of the Sub-programme as required by the Senior colleagues, Section Chief and the Director;
xv. Provide support to other related activities of the Industrialization Cluster as may be required; and
xvi. Support the work of research fellows and interns assigned to the Cluster.

Qualifications/special skills

Academic Qualifications: Master’s Degree or equivalent in social science, public policy, economics, industrial economics, industrial development, international development, international trade and development or related fields is required.
Experience: A minimum of five years of experience in research/analytical work in industrial development policy analysis, industrialization, economic development and related areas in the context of Southern Africa, either in the academia, research, private, public or civil society organizations is required.
Language: English and French are the working languages of the United Nations Secretariat. For the present assignment, fluency in either English (both written and oral) is required. Knowledge of the other is desirable. Knowledge of another UN official language is an advantage. Proof of producing technical papers required.
