JOB OPPORTUNITY

The Southern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the Centers for Disease Control and Prevention (CDC), is seeking for eligible, self-motivated and qualified applicants for the position listed below at Provincial level.

JOB TITLE: CoAg Coordinator (1 POSITION)

Location: Choma

Job Purpose: To coordinate the Cooperative Agreement (CoAg) programs and activities to achieve goals and objective. This includes planning, implementation, governance, and health systems improvement in order to increase the capacity of the Southern Provincial Health Office to provide comprehensive and sustainable HIV Prevention, Care & Treatment Services under the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the Cooperative Agreement with the US Centers for Disease Control and Prevention (CDC).

Reports to: The Provincial Health Director

Responsibilities:

  • Supervises effectively, human, financial, and other material resources to facilitate achievement of set objectives
  • Oversight and guidance of the development, approval and implementation and monitoring of HIV/AIDS and TB Program through effective modalities and partnerships, in line with the
  • MOH Strategic Plan (2017–21) and business model of the project.
  • Development and nurturing of Provincial partnerships and networks in line with Provincial priorities and in support of the effective delivery of HIV/AIDS and TB Programs
  • Coordinates effectively monitoring and evaluation of CoAg programs to demonstrate results
  • Implementation of the Provincial capacity development strategy and plan to maximize use of regional resources and to address capacity gaps at Provincial level
  • Contribute to PHO Senior Management Team and provide management support
  • Operationalization of policy and Provincial initiative programs.
  • Coordinates all aspects of the application process, ensuring proposals are submitted in an accurate and timely manner, consistent with sponsor and institutional requirements.
  • Ensures awarded projects are properly managed within the budget and terms & conditions of the award.
  • Understands and ensures compliance with regulatory requirements. Maintains expertise as regulations and policies change.
  • Develops budgets for the Cooperative agreement. Works with other members of the provincial team to make certain each budget fully reflects the specifics of the project and is compliant with the funder’s requirements.
  • Ensures expenditures are appropriate and compliant with relevant regulations and policies.
  • Verifying all payments in conformity with approved action plans, budgets and notice of awards (NOA).
  • Ensure that all project procurements adhere to CoAg/USG requirements
  • Undertakes effectively and timely preparation of CoAg reports to facilitate planning, decision making and compliance
  • Manages effectively, the development of individual work plans and performance appraisals to monitor and evaluate performance.
  • Perform other functions assigned to him/her by the supervisor

Required Skills, Competencies and Experience:

  • Full Grade Twelve (12) School Certificate with five (5) O’ Levels including English, Mathematics & Science
  • Bachelor’s Degree in Project Management and Social Sciences the following fields: Public Administration, Economics and Development Studies.
  • Master’s Degree in Public Health is an added advantage
  • Experience in the field of coordination of programs, projects and/or grant management in public, non-governmental or international organizations
  • Proven work experience in similar role in managing USG funds for five (5) years is an added advantage.
  • Knowledge of GRZ and/or USG financial regulations
  • Excellent project management skills
  • Highly organized, flexible, and adaptable to changing priorities and ability to work well under deadlines
  • Ability to work within a team, communicate effectively with the provincial, district and facility staff
  • Ability to establish and maintain effective working relationships with other staff and able to work under minimum supervision
  • Excellent analytical and numerical skills
  • Strong ethics, with an ability to manage confidential data
