POSITION: Law Enforcement Advisor

ORGANISATION: African Parks, Greater Kafue Landscape Ltd

LOCATION: Kafue National Park

REPORTING TO: Park Manager

EXPECTED START DATE: 01 September 2022

BACKGROUND:

African Parks is a non-profit conservation organization that takes on the complete responsibility for the rehabilitation and long-term management of national parks in partnership with governments and local communities. We currently manage 20 national parks and protected areas in 11 countries covering over 16 million hectares in: Angola, Benin, Central African Republic, Chad, the Democratic Republic of Congo, Malawi, Mozambique, the Republic of Congo, Rwanda, Zambia and Zimbabwe.

Objectives

To develop the existing law enforcement strategy and actions to ensure the capability of the law enforcement team to adequately secure the entire Kafue National Park and specifically prepare the area identified as a rhino sanctuary for the arrival of rhino in 2025.

Key Functions

  1. Support the Joint Operations Command, through oversight of the Law Enforcement Center and ensuring the knowledge, mastery and application of SOPs (Standard Operations Procedures);
  2. Manage, coordinate and enhance the current patrol planning and deployment strategy;
  3. Manage, design and support the delivery of:
    • Scout recruit selection and training
    • Basic Field Ranger training.
    • In service/Refresher training
    • Advanced/Specialised training
    • Leadership training and mentoring
    • Instructor cadre development
    • Medic Training
    • Design and run regular scenario training as part of operational capacity development;
  1. Supporting planning/briefing, conducting and debriefing of Law Enforcement operations;
  2. Follow-up of the judicial process resulting from law enforcement activities;
  3. Ensure continuous operational responsiveness through support to FOM’s in the implementation of the patrol system and the associated Bonus and Incentives Schemes;
  4. Support to the Intelligence and Investigations components;
  5. Supporting the effective management, development and motivation of all law enforcement personnel;
  6. Equipment – procuring, managing and maintaining;
  7. Develop and maintain a basic fitness regime for all law enforcement team members.

Qualifications

  1. At least 10 years of proven operational experience in the conservation sector, specifically in a large scale protected area environment with rhino protection at the core of operations;
  2. A high level of experience with aerial tactical operations;
  3. Experience in establishing, maintaining and operating a K9 Unit in a large Park context;
  4. Very good physical condition;
  5. Trusted and disciplined person, able to work independently and showing a high level of respect for his staff;
  6. Experience working with anti-poaching teams in a rhino protection operational environment;
  7. A demonstrated team approach to staff management;
  8. Solutions centered with an understanding of the need for confidentiality;
  9. Desire to learn;
  10. Demonstrated personal interest in the protection of the environment and particularly wildlife;
  11. Appropriate tactical judgment in difficult situations;
  12. Excellent communication skills;
  13. Good ability to write reports;
  14. Mastery of communication tools and orientation (GPS, VHF digital, InReach);
  15. IT – Word, Excel, Power Point and Outlook.
