Purpose of the positionThe Technical Director will provide technical leadership and oversight for the anticipated USAID Zambia Integrated HIV and Health Activity (ZIHA). Key health areas will focus on HIV and TB; reproductive health (RH)/family planning (FP); and maternal, newborn and child health (MNCH). The Technical Director for will provide technical expertise and leadership in the areas listed above with an emphasis on health system strengthening, health services access, stakeholder engagement, and community engagement, to contribute to a local and sustained response.The Technical Director will provide expertise and lead the design and implementation of programming focused on HIV prevention, testing, case-finding, treatment, and retention in care; and the provision of integrated HIV and TB, MNCH and RH/FP services, particularly focused on facilities, communities and target populations such as adolescent girls and young women (AGYW). Reporting to the Chief of Party (COP), he/she will provide leadership in developing implementation strategies and tools in line with recognized standards and good practices, building the capacity of team members and partners to implement them, and ensuring continuous learning and quality improvement in his/her area(s) of expertise within the broader program.

 

 

This position is contingent upon availability of grant funding.

Key Accountabilities

  • Lead the development and contribute to the implementation of key strategies, standards, tools and best practices for integrated HIV and TB, MNCH and RH/FP services that effectively engage communities, partners, government and other stakeholders.
  • Lead the development of evidence-driven project strategies and workplans as well as monitoring of the project in collaboration with the Ministry of Health, USAID and other key stakeholders.
  • Provide technical leadership for all project components (e.g., HIV and TB, MNCH, RH/FP, government engagement, community engagement and population outreach, local capacity building, sustainability) based on expertise and experience, including supervising other technical staff and local partners working on those program components.
  • Work with the COP to identify the capacity strengthening needs of staff and partners and provide quality assurance, technical training, coaching and mentoring.
  • Ensure that project is technically sound, evidence-based and responsive to the needs of the target population, and ensure a comprehensive and contextualized approach integrating gender, inclusion, localization and sustainability.
  • Work with the M&E and SI Manager to support collection, analysis and use of project data, capture and share lessons learned and best practices, and contribute to the project learning agenda and adaptive management.
  • Contribute to maintaining relationships with donors, NGOs, FBOs, private sector actors, media, and research institutions and participate in forums related to HIV, TB, MNCH, FP/RH, and health systems to collect and share best practices and promote the project’s work.
  • Represent the project at national and regional technical work groups, including, but not limited to HIV, TB, MNCH, FP/RH, and health systems.
  • Deliver recommendations on technical assistance and systems strengthening to enhance program effectiveness and sustainability.

QualificationsEssential qualifications

  • Master’s degree in public health or other relevant field, preferably with a specialization in HIV and/or community health systems.

Desirable Qualifications

  • Medical degree in a clinical discipline or PhD in public health or related field, with significant project management experience preferred.

Experience & Skills

  • A minimum of 7 years’ experience in the design and implementation of integrated health programs with a focus on HIV, TB, MNCH and FP/RH, including in technical leadership roles
  • Demonstrated strong technical knowledge and experience in HIV, TB, MNCH and FP/RH
  • Experience in capacity building and providing technical assistance.
  • Experience supporting complex PEPFAR-funded projects; experience is an advantage
  • Experience managing and supervising technical staff
  • Demonstrated excellent written, presentation and oral communication skills.
  • Experience in a role requiring collaboration with complex internal and external organizations, as well as a demonstrated ability to coordinate with the Ministry of Health, USG Implementing Partners, and other relevant partners across all levels of health care system
  • Previous experience working in Zambia, with an understanding of the local health system and HIV, TB, MNCH and FP/RH challenges and opportunities, and solid relationships at relevant government agencies
  • Excellent written and oral communication skills as well as strong public presentation skills, including the ability to represent the project to key stakeholders
  • Ability to travel locally and internationally
  • Ability to produce results and meet all deliverables and targets in a timely manner
