Job Description

For over 30 years, UNDP has been supporting the South Sudanese in their fight against poverty. With the formation of the independent Republic of South Sudan in July 2011, UNDP established a Country Office and has been working all over the country to help build resilient and sustainable government institutions.

The sensitive political environment within which UNDP South Sudan operates and the complexity and uniqueness of its operations renders it necessary that its communication, media relations and outreach efforts be handled with a high level of strategic orientation, political sensitivity, and wisdom.

The Country Office Partnerships and Communication Action Plan is managed by the Communications & Innovation Unit and is based on the principles of a shared vision, common objective, coordinated effort and an empowered team. The areas of focus are internal communication, external communication (with government, development partners, implementing partners, development stakeholders and the media) and advocacy for development.

UNDP South Sudan would like to optimize communications of the office’s activities to fulfil corporate requirements and enhance stakeholder buy-in. The Communications Officer will work closely with the Communications Team to ensure that all activities, as well as their results and impact, are systematically captured and shared.

The Communications Officer will work under the overall guidance of the Resident Representative, under the direct supervision of the Communications & Innovation Unit Team Leader, and in collaboration with the existing CO communications team. The Communications Officer (multimedia) supports the implementation of the UNDP Communication Strategy geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP’s work in South Sudan

Scope of Work

Under the direct supervision of the Communications Team Leader, the incumbent will contribute to the implementation of the overall UNDP Country Office Communications Strategy, with particular focus on the online communication strategy, among which are:

Duties and Responsibilities

Website

  • Analyze, reorganize and update UNDP South Sudan’s website;
  • Ensure regular updates with respect to human interest stories and compliance with UNDP transparency and other requirements;
  • Write articles and take photos of events organized by the different programs to publish on UNDP’s website.

Social Media

  • Analyze the state of social networks that UNDP can access within South Sudan;
  • Manage the Facebook, Twitter, Flickr accounts as well as the YouTube channel for UNDP South Sudan;
  • Create a monthly electronic newsletter pertaining to UNDP’s mandate and activities in South Sudan;
  • Create a monthly Content Forward Plan for online media, but also create social media posts that are linked to the latest news;
  • Train and advise UNDP staff Programmes Unit on the possibilities to use multimedia within their respective programmes;
  • Monitor the effectiveness of UNDP South Sudan’s online footprint through Google Analytics and other available analytical tools.

Produce human interest stories

  • Plan with the Programme Units which stories to produce, which projects to highlight;
  • Conduct thematic interviews with partners, beneficiaries and other stakeholders linked to the project, while taking pictures and shooting video footage; produce short documentaries;
  • Write and publish human interest stories;
  • Pursue innovative approaches to storytelling and sharing results to reach key audiences;
  • Assist in writing other communication documents such as project proposals, donor reports by providing background case and success stories and footage.

Related communications support

  • Lend communications support to Country Office and joint events;
  • Assist national counterparts through communications support, strengthening, and capacity building as may be required

Institutional Arrangement

Within the delegated authority and under the supervision of the Deputy Resident Representative (DRR-P) his/her designated mandated representative(s), the Multimedia Communication Officer will perform and provide communications support to Country Office and joint events; assist national counterparts through communications support, strengthening, and capacity building as may be required and advisory support in advancing the priorities outlined above and overall guidance on the technical implementation advocacy or promotion.

Required Skills and Experience

Education

Master’s degree in Communication, Journalism, Public Relations, Development, Political or Social Sciences or related discipline.

Bachelor’s degree in relevant field with additional 2 years of qualifying experience will be given due consideration in lieu of the Master’s degree.

Experience

Minimum 5 years (Master’s degree) or 7 years (Bachelor’s degree) relevant experience in communication at the national and international levels with a focus on social media, preferably in a development context.

Required skills

  • Excellent drafting skills, with experience in advocacy or promotion;
  • Familiarity with tools and approaches of communications for development;
  • Conveys messages in a very simple, yet inspiring way;
  • Capable of taking initiative and cope under pressure;
