Mission and objectives

UNFPA global mission UNFPA, the United Nations Population Fund, is the United Nations sexual and reproductive health agency. Our mission is to “deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled”. In 2018, UNFPA launched strategic efforts to achieve three transformative results, ambitions that promise to change the world for every man, woman and young person: zero preventable maternal death, zero unmet need for family planning, and zero gender-based violence and harmful practices, such as child marriage and gender-based sex selection. And this is the core of the new UNFPA Strategic Plan, which was approved by the UNFPA Executive Board in September 2021. UNFPA in Viet Nam UNFPA has been active in Viet Nam since 1977, when it established the first Joint Cooperative Programme with the Government, providing a total of over USD 200 million in assistance so far. UNFPA’s mission in Viet Nam is to help the country achieve the three transformative results within the context of 2030 Agenda for Sustainable Development, accelerate progress towards the International Conference on Population and Development (ICPD) Plan of Actions and other commitments and frameworks that the Government has ratified, including the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) and the Universal Periodic Review (UPR) for human rights. UNFPA works closely with the Government and key national stakeholders to improve people’s access to quality sexual and reproductive health services, promote reproductive rights, reduce maternal mortality, collect and analyze high-quality population data, address gender equality and gender-based violence, take stock of the demographic window of opportunities, promote youth development, and cope with population ageing challenge.

Context

*** All interested candidates (including below 27 years old) are highly encouraged to apply. Although UN Volunteer Specialist candidates are usually from 27 years old, applications from candidates who are below 27 years old could be considered too. Gender equality is a human right. Women are entitled to live with dignity and with freedom from want and fear. Gender equality is also a precondition for advancing development and reducing poverty. Empowered women contribute to the health and productivity of whole families and communities, and they improve prospects for the next generation. Gender-based violence (GBV) is a manifestation of gender inequality which is maintained by unequal power structure and relation between women and men. Prevalence of violence against women (VAW) remains high in Viet Nam, yet still unaddressed. The findings from the 2019 national study on VAW showed that nearly 2 in 3 women aged from 15-64 has experienced at least one form of physical, sexual, psychological (emotional and controlling behaviors) and/or economic husband/partner violence at some point in their life, and 31.6% in the last 12 months. The VAW is still hidden when more than 90% did not seek help from public services and half of the women experienced violence told no one about it. The VAW not only have severe consequences for individual woman but also on national economy. The national productivity losses due to VAW are equivalent to 1.81 percent of 2018 GDP in Viet Nam – a significant drain on the national economy. With financial support from the Department of Foreign Affairs and Trade (DFAT), the Government of Australia, UNFPA has implemented the project “Elimination of violence against women and girls 2021-2025” to establish the model of One Stop Service Center (OSSC) to respond to violence against women and girls in Viet Nam. At national level, the project will contribute to improve public awareness of VAWG, particularly sexual violence, and create an enabling environment for survivors to speak out and seek supportive services. In addition, it will advocate for the Government to ensure the availability of supportive services to GBV survivors. UNFPA will manage the fund and provide technical assistance to the Department of Gender Equality (DGE) of the Ministry of Labour, Invalids and Social Affairs, Department of Family of the Ministry of Culture, Sport and Tourism (MOCST), Viet Nam Farmers’ Union. UNFPA will work in close collaboration with the Ministry of Agriculture Rural and Development (MARD), Ministry of Public and Security (MPS), Ministry of Justice (MOJ), Ministry of Health (MOH) and Civil Society Organizations (CSOs) to implement all activities under the framework of this project proposal.
