Country Operations Manager Oryx Energies Zambia Limited

Functional level:  Regional Operations Manager
Job Function:

  • Implement the corporate strategy for operations and ensure full adherence of the subordinates
  • Develop, implement and review Technical & Maintenance & Operational procedures and forms.
  • Ensure compliance with the standards, procedures, legislations and Operations management specific systems.
  • Provide Technical & Operation support to the customers (LPG, B2B, B2C)
  • Ensure the development, sustainability and optimal use of the facilities, as well as their maintenance to the standards set by OESA
  • Participate in the development of the activity and ensuring compliance with operational budgetary commitments
  • Contribute to establishment of Scope of Work, Cost Estimate, Schedule, Project Execution Plan for the affiliate Capex and Opex.
    Principal Accountabilities:
  • Management of the Operations Department of the affiliate
  • Compliance of operations with required safety, security, environmental and quality rules and standards
  • Optimization of depots facilities and equipment and points of sales: carrying out new work and maintenance in compliance with standards, deadlines and budgets
  • Optimization of the supply chain, storage, transport and distribution of products
  • Provide technical assistance to local management
  • Define with the HSSEQ Manager the systems and procedures relating to HSSEQ management
  • Ensure that HSSEQ standards and procedures are observed and respected in the subsidiary’s facilities and operations
  • Contribute to the company’s purchasing and industrial subcontracting policy in collaboration with the purchasing department
  • Monitor and report monthly the operational performance for all affiliate’s depots (KPI)
  • Implement the development of new projects and plants from Project definition to commissioning and ensure compliance with standards, specifications and contract terms and conditions.
  • Manage production assets to ensure optimum exploitation and administrating the resources to operate and maintain facilities to ensure optimum availability of production around the clock in a safe and environmentally friendly manner.
  • Mobilize company resources, through liaison with support departments, other offices, to create project teams capable of completing effective, quality work.
  • Support the annual budget preparation sessions, control and report monthly the budget execution, Opex and Capex related to downstream, operations
  • Implement the corporate initiatives in terms of stock management, equipment accuracy and cost reduction
  • Develop positive working relationship with a range of vendors, service providers,  engineering, contractors and authorities

Limits of Authority:

  • Freedom to act independently, on a day-to-day basis, within the limits of the group DOA and as per company policies, guidelines, procedures or as delegated to him/her from time-to-time.

Know-how, education and experience required:

  •  5 to 10 years senior management experience, with acceptable experience in the Oil and Gas field
  •  Bachelor in science  / engineering degree (Industries (civil works, mechanical, electro technical, construction, etc) business-related Masters degree will be an advantage
  • Extensive application knowledge of global Operations frameworks / management systems
  • Ability to train and coach for development of operational competencies as needed
  • Ability to analyze complex information, synthesize and make proposals
  • Ability to manage projects and conflicting priorities;
  • Ability to be sensitive to HSSEQ issues and understanding customer needs;
  • Planning, organizing and time management skills to effectively establish the priority and scheduling of work tasks and projects to ensure work priorities are completed on time and within budget
