PATH is leading a consortium of partners in the implementation of the PAMO Plus Project. This is a 5-year Cooperative Agreement in partnership with Jhpiego and the Zambia Centre for Communication Programs (ZCCP), guided by the National Malaria Elimination Strategic Plan (NMESP) and in collaboration with the End Malaria Council (EMC). The PAMO Plus project supports the Ministry of Health and aims to contribute to a two-thirds reduction in malaria incidence, and half the number of severe malaria cases and deaths in the high-burden provinces: Eastern, Luapula, Muchinga, and Northern.

 

The PAMO Plus project has five objectives: 1) Increase the capacity of health facilities and community health workers (CHWs) to improve the quality and accessibility of malaria case management and services 2) Increase the accessibility and quality of services to prevent malaria in pregnancy through early antenatal care (ANC) visits 3) Improve individual and community uptake of proven malaria control behaviors, products, and services 4) Improve malaria surveillance data, including data from health facility and community levels, for effective, data-led decision-making, 5) Increase and expand the effectiveness of malaria control measures in districts targeted by PMI’s pre-elimination program.

 

PATH seeks to recruit a Social and Behaviour Change (SBC) Specialist for the PAMO Plus Project. The SBC Specialist will be responsible for supporting the SBC Advisor in providing technical guidance in social and behavior change activities in close partnership with the National Malaria Elimination Program (NMEP). The SBC specialist on the PAMO Plus project will offer technical support on malaria SBC approaches including mass media, interpersonal communication, community engagement and mobilization, training, advocacy, and capacity strengthening for civil society organizations (CSOs).

Responsibilities:

Working in collaboration with the CEMO advisor, provide technical advice and guidance to community engagement and mobilization officers (CEMOs), civil society organizations contracted to implement SBC activities at community level, and to the provincial coordinators to support the development and implementation of SBC strategies that will lead to the attainment of project goals and to increased uptake and use of malaria services.
In collaboration with the SBC Advisors, support the development of the national malaria SBC strategy
Support the rollout of interpersonal communication (IPC) as an SBC approach by supporting Provincial, District and Health facility staff responsible for SBC and CSOs to engage various stakeholders at community level for effective implementation of the IPC approach.
Develop concepts for radio/video and various mediums for different audiences and ensure mass media activities complement community engagement & interpersonal communication activities
Manage distribution of radio products to radio stations, collect airing schedules, and ensure radio stations adhere to contractual obligations and air products as planned.
Prepare and coordinate PAMO Plus’s participation in national commemoration of key malaria and health days such as the World Malaria Day, SADC malaria week and any other that emerge.
In collaboration with the Knowledge management specialist lead documenting and sharing lessons learned and best practices for adaptation and learning
Lead the development and management of SBC materials including the documenting of PMI and PATH support to the NMEP through success stories, networking with stakeholders, and sharing best practices to support the malaria programs
Review and clear ll SBC material development processes
Provide input to the selection of local subcontractors or vendors for radio, print, and other SBC materials.
Prepare procurement request forms (PRFs) and provide specifications for SBC materials to the vendors
Oversee the quality of work with correct branding and ensure materials meet the specifications
Produce and review monthly, quarterly, and annual SBC activity reports and provide input into the SBC program reports
Participate in NMEP Technical Working Group meetings
Participate in the development of annual work plans
Other duties as identified and discussed with the supervisor
Required Experience

Bachelor’s Degree in a relevant field (behavioral sciences, mass communication, development studies, public health, social work, sociology, or any other relevant degree).
Minimum 5 years of relevant experience in SBC work.
Demonstrated track record in planning and coordinating programs in consultation
with government and other partners.
Strong writing, reporting, and presentation skills.
Experience in training and institutional capacity-building.
Knowledge of and experience with USAID requirements is preferred

Must have legal authorization to work in Zambia
