Project Overview

The USAID Zambia Accessible Markets for Health (ZAM-Health) project is a five-year project whose goal is to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program employs private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365,  PharmAccess and Mopani Mine.
ZAM-Health is seeking an experienced HIV/TB Prevention Specialist. Working with other project staff, the HIV prevention officer will support scale up of quality HIV prevention services, focusing on HTS, VMMC, PrEP and PEP services in project supported facilities in Central Province and Copperbelt provinces. The incumbent will provide strategic direction, technical leadership and supervision for strategic vision and work planning, coordination and monitoring of program activities to strengthen provision of HIV/TB prevention services, and ensure that USAID ZAM-Health achieves the project objectives. The HIV/TB Prevention Specialist will work closely with the MoH at Provincial, District, and project supported facility/site level and will report to the Central Province Provincial Manager and indirectly to the Project Senior HIV/TB Advisor.

Duties and Responsibilities:

  • Work with the project team to design a structured approach to provision of HIV prevention services (VMMC, PrEP, PEP) to various sub-populations including priority populations;
  • Build and sustain capacity of the project supported health facilities to support delivery of HIV prevention services;
  • Support delivery of HIV prevention services to priority, and other populations in communities and at facility level, including targeted outreaches aimed at Index client testing, partner testing, social network testing, mobile testing in hotspots;
  • Support project supported facilities to ensure that all individuals accessing HIV prevention and testing services are linked to appropriate services;
  • Mentor and provide technical assistance to health workers and community workers on the provision of comprehensive HIV prevention services;
  • Support the compilation and reporting of programmatic data in line with MoH, project and donor reporting guidelines;
  • Collaborate with the Social Mobilization and Behavior Intervention team in HIV/TB advocacy and demand creation to increase uptake and utilization;
  • Provide technical assistance in the development and implementation of VMMC, PrEP, and PEP activities to increase awareness, demand, and coverage in the target age group;
  • Jointly plan/develop and participate in the support supervision of VMMC and site specific action plans for rollout of VMMC activities
  • Build capacity and provide technical assistance to project staff, districts and other community stakeholders to deliver VMMC and other prevention interventions through training and mentorship;
  • Strengthen/establish community-based demand creation, mobilization, linkages/referrals and interventions for HIV prevention and VMMC services in the supported PS facilities;
  • Prepare periodic and timely performance progress VMMC reports;
  • Perform other program related duties as assigned by the supervisor and or other senior staff.

Job Qualifications and Requirements:

  • Medical, Nursing, or other related degree;
  • Post-graduate qualification in public health or a closely related field is required;
  • At least five (5) years’ experience in HIV/TB prevention programs implementation; additional FP/MNCH and CaCx experience is required;
  • Good knowledge of current national HIV prevention, care and treatment guidelines for Zambia;
  • Must have training in VMMC Clinical skills with a valid registration practicing license;
  • Experience in managing VMMC programs in a PEPFAR donor funded program is an advantage;
  • Experience in quality assurance is an advantage;
  • Experience in working with and engaging the private sector is an added advantage;
  • Proven experience in health program planning, management, and coordination at provincial level;
  • Demonstrable expertise in capacity building, including facilitation of training and mentorship of health care providers through supportive supervision
  • Experience working in partnership with the MoH and other stakeholders on HIV/TB, FP/MNCH, and Cervical Cancer Services at provincial level;
  • Excellent communication (oral and written), interpersonal and advocacy skills
  • Ability to work well both within a team and independently Computer literate in Word, Excel and PowerPoint;
  • Ability to travel to provide technical support to the project supported sites and project supported provinces when necessary.
