Job Title: Procurement Specialist

Background:

The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector, improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Mopani, Media 365, PharmAcces and Mopani Mine.

Position Description:

The Procurement Specialist will be responsible for a variety of local and international procurements for both operations and programmes, ensuring compliance with all donor requirements. The Procurement Specialist will report to the Procurement Manager and help in achieving the project’s goals and objectives.

Roles and Responsibilities:

  • Help prepare tender documents; undertake tender evaluations, placements, and management of contracts
  • Update accruals on a daily basis by ensuring that the information have activity/budget code and complete description in the purchase order tracker
  • Ensure that the procurement plan tracker is kept up to date at all times
  • Supervise, coach, mentor and appraise the procurement assistant in collaboration with the Procurement Manager and Human Resource Office
  • Ensure all purchase orders are raised in compliance with ZAM-HEALTH policies and ensure that all applicable FAR guidelines are followed and all required waivers and documentation are in place.
  • Sound knowledge of USAID rules and regulations for procurement of commodities and services financed by USAID as outline in the 22CFR228 and all applicable eligibility rules.
  • Maintain auditable records for all procured items which include all supporting documentation: RFPs, RFQs, bid evaluations with a memorandum of negotiation, purchase orders, invoices, and proof of delivery
  • Act as a focal point person of interaction with the ZAM-HEALTH Project backstopping team in the absence of the Procurement Manager in all areas concerning procurement
  • Work with ZAM-HEALTH staff on how to pre-qualify vendors for procurements (e.g., vendor site visits, quotes from hotels valid for 6 to 12 months)
  • Work with staff on procurement guidelines, ensuring that staff develop the capacity to follow all applicable procurement rules correctly
  • Following verification of satisfactory receipt of goods or services, timely submission of complete payment documentation to ZAM-HEALTH Finance
  • Maintain and update the inventory tracker for all procured NXP equipment with a unit value of $50 and above and a usable life-span of not less than 1 year
  • Provide monthly cash flow needs to the procurement manager for local procurement in line with respective team budgets to ensure timely payment of local suppliers
  • Monitor supplier performance and provide input into the supplier management process
  • Prepare annual value-added taxes (VAT) report.
  • Produce periodic status reports on procurements as required by ZAM-Health & USAID.
  • Implement and adhere to JSH-Z’s personnel and fraud management policies.
  • Perform other duties as will be assigned by the Supervisor.

Qualifications:

  • Bachelor’s Degree in procurement, logistics, or any related field
  • Minimum of 5 years of experience in middle level procurement of goods and services.
  • Experience working with donor funded NGOs.
  • USAID funded project experience and sound knowledge is a MUST
  • Member of the Chartered Institute of Purchasing and Supply CIPS is a MUST
  • Understanding of strategic sourcing.
  • General understanding of supply chain including planning and inventory management.
  • Strong representational and interpersonal skills.
  • Must have attention to detail with good organizational skills.
  • Good communication and presentation skills in English.
  • Proficiency in common computer packages such as Word and Excel and familiar with the use of databases.
  • Strong initiative and self-motivation required, with a commitment to teamwork.
