JOB OPPORTUNITY – Project Officers Child Participation, Children Choices Matter!
Zambia Civic Education Association (ZCEA) is currently looking for a qualified individual to serve as a Monitoring and Evaluation Officer (M&E). The M&E Officer is expected to take lead in the monitoring, evaluation, accountability, learning and quality reporting of all ZCEA projects. The M&E officer will ensure all project activities, expenditures, and progress towards achieving the project outputs and results are on track. The Monitoring and Evaluations Officer is expected to start work in October 2023.

CHILD SAFEGUARDING:
The post holder will have contact with children and young people regularly (e.g., once a month or more) because they work directly on the project, and they are responsible for monitoring the project activities including distribution of food during meetings/trainings.

1. THE SCOPE OF WORK
Zambia Civic Education Association (ZCEA) is a human right, non-governmental, not for profit organisation that protects and promotes children’s rights through advocacy and civic education. ZCEA was established in 1993 to promote and protect children’s rights in line with the basic principles and standards contained in the United Nations Convention on the Rights of the Child (UNCRC), and the African Charter on the Rights and Welfare of the Child (ACRWC). ZCEA’s work is further informed by the International Bill of Rights (Universal Declaration of Human Rights {UDHR}), International Covenant on Civil and Political Rights (ICCPR), the International Covenant on Economic, Social and Cultural Rights (ICESCR) and other major international, regional, and national human rights instruments such as the African Charter on Human and People’s Rights (ACHPR).
2. THE ROLE OF THE MONITORING AND EVALUATION OFFICER
Under the overall guidance of the Executive Director and direct supervision of the Programme Manager, the M&E Officer will be responsible for the monitoring and ensuring timely inputs, and for high-quality reports and for ensuring that the projects maintain strategic vision and that its activities result in the achievement of its intended project outcomes in a cost effective and efficient manner. The M&E officer will be responsible for designing data collection, monitoring tools, and implementing the M&E activities of the project; assist the Programme Manager in preparing quarterly and annual reports on project progress. She/he will monitor project progress and activities on a regular basis, developing and maintaining the project data base. The M&E Officer will work in close collaboration with the project team, Government officials, and civil society organizations on the project. The incumbent will support project staff in document key Project outcomes as identified through data collection. The Project Officer M&E will also work closely with the Project Officers and other M&E staff from partners and Government line Ministries.  She/he will monitor the implementation of treaty and charter-based recommendations and decisions by states party and other actors to inform programming.
3. Core requirements:
A minimum of bachelor’s degree in social sciences.
At least 5 years of relevant working experience in monitoring and evaluation.
Working knowledge and experience of child rights programming
Familiar with at least one data analysis software and ability to use them to generate relevant reports.
Experience with both quantitative and qualitative aspects of monitoring and evaluation.
Experience working with Log frames/Results Frameworks.
Experience in designing tools and strategies for data collection, analysis, and production of reports.
Proven ICT skills, especially in the development of MIS software using database software.
Expertise in analysing data using statistical software.
Strong training & facilitation skills
Ability to work with minimum supervision.
The post holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
4. Additional requirements:
A diploma in Monitoring and Evaluation will be an added advantage.
Interest and experience in children’s rights and reporting to treaty and charter human rights bodies.
5. Key Areas of Accountability:
The Monitoring and Evaluation Officer will have the following duties and responsibilities:
Capacity building of project officers, community facilitators and Government Line Ministries’ staff in project tools and report writing. Provide feedback to the Programme Manager on project strategies and activities.
Disseminate information generated by the project through generation of result papers.
Ensure compliance with all donor requirements.
Monitor the sustainability of the project’s results.
Suggest strategies to Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
Developing and implementing a systematic monitoring framework or plan to improve the quality and quantity of evidence gathered by the projects.
Conducting capacity assessment, data quality checks, and impact evaluation
Recommending further improvement of the logical framework and the project design
To perform any other duties as may be assigned by the supervisor and management.
5.1 Measurable Outputs and Performance Indicators
Devise and implement accountability mechanisms at district level, such as complaints or grievance response mechanisms in collaboration with Project Officers.
Collect, document, analyse and populate projects’ data using donor reporting templates.
Assist the Programme Manager in providing inputs, information, and statistics for quarterly, annual, and children’s reports including training children in treaty- and charter-based human rights systems.
Assist Project Manager in the building capacities of children to monitor, advocate and report on their rights including preparation of reports on the findings and lessons learned from project innovations.
Develop and strengthen monitoring, inspection, and evaluation procedures for the project.
Monitor all project activities, expenditures, and progress towards achieving the project outputs.
Support Project Officers assist children in compiling monitoring matrix log.
Prepare issues Log and Risk Log for the project.
Prepare and maintain project data base.
6. Level of Effort:
The M&E Officer will have a 50% percentage of work on the Participation First, Children’s Voices Matter project. The other 50% percentage will come from other projects. The contract will be based on an agreed annual workplan and the respective budget for the assignment.
Contract Type:
This is a full-time contract valid for one-year and renewable upon production of quality deliverables and availability of resources.
