POSITION: REGISTRAR & CHIEF EXECUTIVE OFFICER

PURPSOSE OF THE JOB

The Registrar & Chief Executive Officer (CEO) is responsible for overall management and leadership of the Institute in order to implement the various provisions of the Estate Agents Act as well as implement various Council decisions.

The Registrar & CEO is expected to lead a secretariat management team and staff to the realisation of the long term goal of making ZIEA one of the most admired professional bodies in Zambia and regionally within its competitive space.

The Registrar & Chief Executive Officer is the chief advisor to the Council of the Institute as its Secretary.

REPORTING STRUCTURE

The Registrar & CEO is accountable to the Council and has a reporting line into the Chairperson of the Council who represents the interest of Council and the Institute.

KEY RESPONSIBILITIES

The summary responsibilities of The Registrar & CEO are as follows:

Strategic Leadership

Contribute to development of the ZIEA Strategy and Operational Plan inclusive yearly objectives and key results.
Direct the development and implementation of effective comprehensive strategic plans, and objectives to ensure the Institute conducts its business within the provisions mandated by the Council, and in line with the ZIEA’s Mission.
Lead in the formulation of the Institutes’ policies and operating guide lines in order to ensure that that the Institute grows and operate within the mandate given by Council
Work to identify and engage stakeholders to support ZIEA activities.
Lead dialogue with various stakeholders to obtain information for needs assessment for education and training infrastructure.
Ensure organizational alignment for ZIEA vision, mission and values.
Contribute to ZIEA knowledge base and best practices.
Provide leadership and foster teamwork in the secretariat team.
Strengthen and reposition the ZIEA brand locally, regionally and internationally in order to enhance brand recognition and market development.
Consolidate, produce and submit management and adhoc reports to the ZIEA members on the performance of the Institute. Attend Council Meetings. Project a positive image of the Institute to the public, and is the Institute’s spokesperson.
Implements the Councils’ various recommendations in order to ensure that they are professionally and expeditiously undertaken and provide advisory services to the Council in order to keep the council well informed about the Institute’s activities and improvements.
Liaises with similar institutions in the region and internationally in order to enhance brand recognition and market development.

Human Resources Management & Administration

Collaborate with the Council for staff recruitment and onboarding for administration and operational positions.
Manage secretariat staff; ensure staff have a clear understanding of their roles and responsibilities and work towards achieving ZIEA objectives.
Responsible for secretariat operational performance and delivery against key targets.
Responsible for managing performance, health and development for all secretariat staff.
Allocate human resources in collaboration with Council to ensure efficiency and accountability.
Ensure staff are familiar with and adopt ZIEA polices, internal systems and procedures.
Manage and negotiate contractors and consultant contracts against agreed performance targets and timelines.
Act as Secretary for the Council and its Committees.
Ensure compliance with laws and regulations applicable to ZIEA.
Strengthens compliance among members to the Estate Agents Act, regulations, members’ rules/ constitution, policies, directives and standards as set.

Financial & Risk Management

Support development of Institute’s budget and ensure budget forecasts are realistic and accurate.
Ensure ZIEA financial management policies and procedures are adopted and in use.
Implement, monitor and advise on the success of the approved budget.
Ensure effective use of financial resources to minimize fraud and misuse.
Responsible for operational oversight of the secretariat office; collect and report country KPIs and financial reports quarterly to the Finance & Administration Committee and Council.
Develop and implement performance improvement strategies of the Institute’s operations in order to raise and sustain the ZIEA’s profitability and sustainability.
Manage and provide continuous evaluation of risks (financial and other) and take corrective actions to minimize or fill identified gaps.
Responsible for dialogue and collaboration with the accountant and auditor.
Actively monitor and analyze National context development to identify risks and opportunities.
Lead resource mobilization effects of the Institute with Government, industry and cooperating partners.

Project Implementation

Directly support project implementation where required, field visits and dialogue with key stakeholders.
Ensure all projects are provided with sufficient resources according to ZIEA’s best practices to ensure quality, impact, safety, and financial compliance.
Where required conduct scoping and monitoring of ZIEA projects and programs.
Manage the engagement of consultants and contractors to support education and inspectorate projects in collaboration with the Council.
Where required prepare reports to highlight program impacts and lessons learnt.
Contribute to document what is working and how, share insights on learnings that can contribute to more effective and efficient work for secretariat and Council.
Lead and drive the digital transformation agenda of the Institute.
Spearhead the development of the institution education system with the aim of producing global professionals.
To fulfill the duties of the position it requires close collaboration with the Council which will gives overall guidance on ZIEAs direction, targets and policies.

The Registrar & CEO will represent the Institute at different stages and ensure its profile and reputation with stakeholders are strong and reflect organizational values, vision, and mission.

SKILLS / ATTRIBUTES / QUALIFICATIONS
Preferred skills, qualifications, attributes and experience for the job holder are as follows:

Bachelor’s degree in Real Estate Management, Business or Public Administration, Accountancy or Finance, Human Resource Management or Education management. A Master’s degree in any of the above fields will be an added advantage;
Membership of a relevant professional body in line with the desired fields of specialization.
Having worked in a membership body with multiple stakeholder expectations will be an added advantage;
At least six (6) years post qualifying relevant work experience;
Hands on experience in strategy formulation & management, budgeting, human capital management, vendor management, customer & client management and public relations management;
Hands on resource mobilization experience will be an added advantage;
Evidence of successfully driving and managing change;
Excellent communication and interpersonal skills; Integrity, Reliable, Honest, Hardworking; and
Flexible in handling all management matters;
Minimum 2 years of leadership and human resource management experience;
Minimum 2 years of experience with financial management;
Experience with stakeholder engagement and management;
Experience with implementing projects in collaboration with government and key stakeholders;
Education & training program curriculum development and management;
Ability to work in a flexible and agile manner as part of a start-up initiative;
Ability to collaborate with parties external to Zambia;
Work experience from an education, government, regulatory and membership body in is an added advantage.
