Country Coordinator Mechanism (CCM) Risk Officer National Hiv/aids/sti/tb Council

The National HIV/AIDS/STI/TB Council (NAC) established through an Act of Parliament No. 10 of 2002 is charged with the responsibility of developing and coordinating policies, plans and strategies for the prevention and combating of HIV, AIDS, TB and STIs in order to reduce the impact of the epidemic.

The Council is also the Secretariat to the Global Fund Country Coordinating Mechanism Zambia (The CCM Zambia). The Global Fund CCM Zambia is a country-level multi-stakeholder partnership of both public and private sector representatives that develops and submits grant proposals to the Global Fund and oversees performance of the same in the Country. It is central to the Global Fund’s commitment to local ownership and participatory decision-making.

The position of CCM Risk Programme Officer at NAC have fallen vacant and consequently, suitably qualified and experienced Zambians are invited to apply for the position based in Lusaka.

A. JOB PURPOSE

  • To promote and embed a risk management culture in the CCM Zambia General Assembly, its structures and affiliated implementing partners. In addition, support the CCM General Assembly and its structures in the establishment and enhancement of risk management control systems that enhance sound decision making to achieve optimal outcomes and assure stakeholders of good governance practices.

B. RESPONSIBILITIES/ACCOUNTABILITIES OF THE JOB HOLDER:

  • Reporting to the Country Coordination Mechanism (CCM) Administrator, the CCM Risk Officer’s responsibility shall include the following:

1. Risk Management Roles:
Facilitate the design, implementation and review of a risk management framework i.e., risk management policy, risk management implementation plan or strategy, risk treatment plan, fraud prevention and business continuity policies/systems in consultation with the Secretariat management and the CCM Zambia General Assembly and its structures;

  • Facilitate the integration of risk management into overall management frameworks, ensure risks are systematically assessed and that appropriate risk management actions taken;
  • Coordinate the identification, evaluation, and analysis of risks inherent to the operations of the CCM General Assembly and its structures that may affect the reputation, safety, security, and financial management of the Global Fund;
  • Facilitate the development and maintenance of the organizational risk register in relation to the Strategic Plan and Work Plans and ensure that it is regularly reviewed by Management;
  • Facilitate the development of risk management capability for all staff in the Secretariat, members of the CCM General Assembly and its structures and the grant Implementors; and,
  • Report to the CCM Administrator, and the Ethics Committee on ethics and risk management issues and deliverables.

Ethics Roles:
In addition, the CCM Risk Program Officer will work jointly with the CCM Ethics Officer to;

  • Facilitate the design, implementation and review of the ethics policy;
  • Facilitate in providing guidance to the CCM General Assembly and its Structures, Technical Task Teams and/or the Secretariat for the identification and resolution of minor or systematic ethical issues in line with the Code of Ethical Conduct for the CCM Zambia and its implementing partners;
  • Facilitate the CCM General Assembly and its structures on Ethics related activities; and;
  • Undertake any other duties as delegated by the CCM Executive Secretary (CCM Zambia Administrator), and the CCM Ethics Committee.

Specialised Knowledge in:

  • Governance, organizational structures, strategies and major initiatives of international donor organisations;
  • Knowledge in conducting, monitoring and reporting activities using performance measurement tools;
  • Facilitation of Risk Analysis, Risk Assessment and developing of risk mitigation strategies preferably with the application of modern risk management framework, techniques, and systems;
  • Strategy and Business Continuity Planning and Management;
  • The use of Risk Management software and analytical tools in risk management and
  • Minute taking, drafting of reports and concept notes.

C PROFESSIONAL MEMBERSHIP

Member of recognised Institute of Ethics and/or Risk Management Profession or any other related Professional Body.

D. REQUIRED CORE COMPETENCES, ATTRIBUTES AND SKILLS

  • Excellent organisational and leadership skills;
  • Leadership in building and sustaining a high-performance team;
  • Excellent communication skills, including the ability to write analytical and technical reports, strong interpersonal and presentation skills;
  • High integrity, confidentiality and ethical attributes.

E. RELEVANT QUALIFICATIONS AND EXPERIENCE

  • Full grade 12 certificate with at least 5 Credits at “O” Level including English and Mathematics;
  • Bachelor’s Degree in Business Administration/Accounting/Finance or Full ACCAY, CIMA;
  • At least 3 years relevant industry, governance, risk management experience and/or accreditation, preferably in International Organisations’
  • At least 3 years audit experience with proven knowledge in developing strong control environment and/or with a risk assessment background;
  • Experience in development, evaluation and monitoring of risk management framework and use of reporting templates; and
  • Experience in management of ethics code of Conduct and Conflict of Interest resolutions.
  • Solid experience in building and developing partnerships in political environments and in mediating complex issues and deliverables at country level;
  • Solid understanding and experience of strategic, organisational and management issues;
  • Understanding of the Global Fund processes and its funding model.
