FHI 360 seeks a Technical Officer – Laboratory Services for the US DOD-funded Zambia Defence Forces Prevention, Care and Treatment (ZDFPCT) Project. The ZDFPCT project is implemented by FHI 360 for continuing collaborations with the Zambia Defence Force (ZDF) and Ministry of Health (MOH), in scaling up prevention, care, treatment, and support for adults and children living with HIV and TB, through the military, their families and surrounding communities. The project conducts a range of activities to reach the UNAIDS 90-90-90 fast track goals by 2020 and contribute to reaching epidemic control.

Job Summary/Responsibilities:

Under the supervision of the Technical Advisor, the Technical Officer – Laboratory Services will assist in providing technical support for laboratory services to assure quality of care in the ZDFPCT project across the country. He/she will support the Technical Advisor to ensure that laboratory services are integrated into facility HIV programs for routine monitoring of ART clients. S/he will oversee all Lab activities including but not limited to Sample collection, testing, transportation, and storage of high-quality biologic specimen for the project. He/ She will be based in Lusaka but having frequent travels to the Central lab, satellite labs and to the field for supervision and will requires 100% commitment in the laboratory

Duties and responsibilities:

Develop a laboratory strategic and work plans that aligns with other project activities such as work-plans for Incidence (Recency) testing Develop/oversee and implement a sample storage plan samples for both short and long-term sample integrity for the project Provide oversight and technical assistance in strengthening laboratory systems and review requirements for accreditation Support appropriate operations/implementation science research to inform programming and improve patient outcomes Develop and ensure the implementation of precise laboratory policies, SOPs and manuals to support access and results utilization Train and mentor facility, satellite and central lab staff on lab procedures, techniques and other activities Working with survey stakeholders, develop policy and guidelines for national specimen repository and use Overall responsibility for the collection, processing, testing, transportation, and storage of high-quality biologic specimen from satellites to hubs, and to central/PCR labs Oversee laboratory personnel training and capacity building in analysing all laboratory test results correctly and promptly Liaise closely with strategic information team to ensure accurate and well tracked laboratory services for coverage and result utilization Monitor the entire quality system from Pre-examination, examination and post-examination: Occurrence management, daily/weekly reviews of QC documentation, troubleshooting both equipment and QC failures Monitor and ensure optimal laboratory environmental/infrastructure conditions are maintained to ensure quality of data Perform any other duties as may be assigned.

Qualifications and requirements:

A Degree in Laboratory Science or related field strongly preferred. Master’s degree an added advantage Experience in HIV program: Molecular biology techniques like viral load testing, proficiency testing is an advantage Experience in working on the laboratory bench for at least 5 years Familiarity with laboratory QMS, ISO 15189 standard and SLMTA through training and mentorship experience is essential. Training in laboratory mentoring skills and techniques. Experience performing Quality Assurance measures in all phases of biomedical testing Ability to write clear and concise SOPs, reports for internal and external audiences Ability to troubleshoot equipment and routine equipment maintenance. Experience in QMS and Data management Registration with the Health Professions Council of Zambia and in possession of a valid practicing License Excellent verbal and written communication skills. Digital Health Officer at Centre for Infectious Disease Research in Zambia

Project HOPE is currently seeking a Digital Health Officer to support the USAID/Zambia funded Cooperative Agreement for Service Delivery for Vulnerable Children and Adolescents (SDVCA) in Lusaka, Eastern, and Western Zambia.   7. The jobholder will be responsible for finding creative solutions to challenges identified at sites and provide targeted and data-driven clinical mentorship to staff for pediatric care services, including eMTCT in health facilities and monitoring of improvement in service delivery;
  8. Ensure that all supported facilities are integrating EID in all EPI activities in order to optimize Paediatric HIV Case Identification (Missed Opportunities); and
  9. Ensure that all supported districts and facilities are meeting key performance indicators under the paediatric HIV / TB program as highlighted in the National HIV strategic plan for 2017 – 2021 in line with the National policy of achieving HIV epidemic control.

Job Purpose: To serve as the Provincial Lead for the coordination of cervical cancer screening interventions at static sites and outreach services to smaller ART sites (Hub and Spoke)

Reports to: Public Health Specialist

Principal Accountabilities;

  1. Coordinate and supervise facility based Cervical Cancer Focal Persons and facility based teams including nurses, clinical officers and doctors to implement quality same day cervical cancer screening and treatment programs in the LPHO supported facilities.
  2. Support the facility Cervical Cancer Focal Persons and teams to strengthen referral linkages with effective feedback and ensure that women who need follow-up after screening with VIA or HPV DNA testing or referral for advanced care such as loop electrosurgical excision procedure (LEEP) and histopathology evaluation receive the referral services appropriately.
  3. Monitor the facility teams and work with the Provincial HTS Officers and other Provincial technical teams to ensure effective and quality  integration of HIV testing, care and support services into the Cervical Cancer screening program including HIV Testing Services (HTS) for all women accessing Cervical Cancer screening scrviccs and referral to Antiretroviral Therapy (ART) services for HIV positive women.
  4. Support the integration of Cervical Cancer screening in fast track and 6 Months multi dispensation model to ensure all women on ART are offered Screening
  5. Be part of the Provincial Technical Team and participate in planned technical review meetings.
  6. Support and ensure quality assurance/quality control (QA/QC) systems are effectively integrated into the program at Provincial, District and Facility level by conducting regular supportive supervisory visits and onsite QC/QA checks on the facility based cervical cancer locaI persons to ensure there is an integrated quality management system.
  7. Work with professional counselors at facility level to train and support the community based volunteers to facilitate and promote Cervical Cancer screening awareness in eligible women living with HIV.
  8. Ensure that the Cervical Cancer screening program is implemented in accordance with the current Cervical Cancer screening and treatment guidelines.
  9. Support the facilities in planning, forecasting and ordering of the required screening equipment and consumables.
  10. Support and work with the Strategic Information teams in collecting accurate data and promote use of data generated at facility level by facility based cervical cancer focal persons and facility staff.
