Working in Zambia since 1996, Plan International Zambia’s development and capacity building programmes focus primarily on Education, Health, Water and Sanitation, Economic Security and Youth Empowerment, including Child Protection and Participation. Plan International Zambia has Programme Areas (PAs) in; Central, Luapula, and Eastern Provinces including in Lusaka, where the Country Office is located

We are looking for experienced and vibrant self-starters to fill the following positions:

MONITORING, EVALUATION, REASEARCH AND LEARNING COORDINATOR (X1), LUSAKA

Position Description:

The purpose of Monitoring, Evaluation, Research and Learning Coordinator is to provide effective tracking and measurement of outcome indicators for the overall thematic area and leading learning and reflection initiatives, and will be responsible for aggregating national level statistics of a given thematic area in a comprehensive and timely manner to facilitate the country program reporting obligations.

The position reports to the Monitoring, Evaluation, Learning and Research Manager.

Responsibilities:

Provide support and oversight in the planning, implementation, monitoring evaluation and Learning of all programme quality functions; assess the outputs, outcomes and impact of program interventions and activities
Ensure Monitoring, Evaluation, Accountability and Learning (MEAL) of teams actively participating in proposal development and ensure that all proposals have clear goals, objectives and indicators illustrated by a clear log frame.
Ensure the development of standard Terms of Reference (TORs), manage consultants and evaluation partners.
Support the Implementation of Country Strategic Plan (CSP)
Provide guidance on Plan International Zambia’s corporate systems to program areas and County office program staff
Coordinate/support documentations of trainings, review meetings, preparation of case studies, and make sure that these activities are well documented and tracked
Support the development and implementation of regular, participatory assessments/ feedback and complaint surveys and mechanism with and for affected communities in accordance to Plan international regulations, Child Protection in Emergency Minimum Standards, Core Humanitarian Standards as well ensuring the alignment with already established systems and policies available;
Coordinate the harmonization and integration of MEAL teams to ensure a smooth working and enabling environment that engenders good team work, to create operational integration and high performing MEAL teams
Facilitate coaching for results and support to MEAL team as well as in their individual development and performance management processes
Work closely with the program area and country office Monitoring, Evaluation and cross cutting sector specialists to improve the quality of monitoring and evaluation and provide technical support as needed to program area and country office’s program team.
Coordinate the analysis, synthesis and dissemination of global evaluation findings, including maintaining a database of evaluation findings and responses.
Coordinate the implementation of the Knowledge Management strategy
Ensure that relevant project documentation is well organized and best practices, lessons, success stories, case studies, etc. are well captured, synthesized, packaged, produced and shared to relevant stakeholders using different technologies and methods.
Establish smooth relationship across Plan International, partners and government stakeholders
Lead the program MEAL teams to ensure quality and timely reporting
Ensures that Programme staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
Educational Qualifications and Experience

Degree in Social Sciences, Development, Education, Social Work, International Relations, Gender studies or similar field.
Minimum of 3 years relevant work experience in similar environment.
Experience working with Monitoring & Evaluation systems in an INGO.
Demonstrated experience in managing child sponsorship operations.
Experience of strategic leadership and planning processes.
Experience in INGOs sponsorship management systems and financial regulations.
Competencies:

Knowledge of gender inclusion and global/local development issues,
Knowledge in girls’ rights and child rights, feminist movements, the key actors and institutions, and the power dynamics involved.
Understanding of key gender inequalities, gaps, barriers and opportunities at the national, regional and global level and gender and inclusion in programs, and especially for children and girls.
Ability to design and implement evidence-based solutions for gender transformative programmes, and to provide monitoring and quality assurance support to the programme areas.
Experience in capacity building
Skill in result based MERL systems.
