Water Sanitation and Hygiene (WASH) Promotion Officer ( 1 Position – Lusaka)

Position Description 

The WASH promotion officer is responsible for leading community mobilization and will work with target communities in the operation areas of ECHO. The role of the WASH promotion officer is to build partnership, stakeholders’ support and mobilize efforts to drive participants attention to water point maintenance and WASH activities and deliver expected results. WASH promotion officer will be a responsible for raising community activism, participation, and ownership of rehabilitated water points.

Essential functions include, but are not limited to the following:

  • Collect and analyze information from target communities such user lists, participant lists, and ensure signing of MOU between ECHO and communities on behalf of CO2 Balance.
  • Ensure the integration of community mobilization activities into communication and advocacy campaigns and initiatives.
  • Ensure close and effective collaboration with all key stakeholders and ensure their active participation in all project activities and V-WASHE committees in target communities
  • Facilitate development of community-specific action plans and provide technical guidance throughout their implementation
  • Ensure community participation that include the most vulnerable and marginalized groups
  • Leads needs assessments in target communities to inform program development and implementation of desired interventions whenever possible
  • Promote the Project by providing substantive input for stories, articles and other PR activities in consultation with the Communication and Reporting Officer
  • Ensure effective delivery of Hygiene and Sanitation workshop and completion of all protocol as per donor requirement.
  • Compile timely regular and circumstantial reports
  • Provide support to the Project management and implementation
  • Ensure that all the plans and indicators of community mobilization work are realistically set and oversight their achievement
  • Contribute effectively to the regular program reports to the donors
  • Lead the work to expand cooperation between communities, ECHO and the local authorities for the implementation of the project and to ensure local needs, priorities and initiatives are integrated into the planning of organizations’ project
  • Analyze ongoing experience for lessons learned, best practices, and shares with project management for use in knowledge sharing and planning future strategies
  • Perform other duties as required.

Measurable outputs of the work assignment:

  • Monthly personal goals achieved on time
  • Monthly/quarterly/annual/ad hoc reports, risks assessments are prepared and updated
  • Program activities implemented in keeping with personal work plan
  • Community workshops, focus group Discussions and other meetings organized and supported
  • All program activities implemented in keeping with project Mobilization and Communications Strategies and using the community- based methodology
  • All assignments performed in a quality and timely manner.

Skills and Experience: 

  • Demonstrate practical knowledge on humanitarian activities and community mobilization or related area is required.
  • Community development, and civic engagement
  • Preparation of the methodologies, analytical reports is an asset.
  • Knowledge of local community development principles, trends and policies
  • Skills in Communication and People Management is required.
  • Excellent oral and written communication skills.
  • Technical skills and experience in at least one area of operations
  • Work within a cross cultural setting, negotiate diplomatically, and function well under pressure.
  • Ability to work hands-on, independently, and within team in difficult work environment.
  • Willingness to frequently travel to provinces and districts covered by the project.

Reporting and Organizational Relationships:

  • Reports to the WASH Team lead but works closely with the entire project team

PROFILE

Qualifications

  •  The WASH promotion officer shall have at a minimum the following qualifications:
  • Degree in Development studies, Environmental Health/Environmental Education, Demography, or any equivalent academic qualifications.
  • Minimum 3 years’ experience in a related field.
