The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

The Programme “Enabling Access to Justice, Civil Society Participation and Transparency (EnACT)” is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and will be promoting dialogue and cooperation between Government institutions and civil society organizations (CSOs) on government reform processes, transparency and poverty reduction issues. The Programme aims at improving the Zambian population’s access to accountable institutions, to justice and to transparent government decision-making processes. The programme consists of four main outputs,(1) Legislative Framework and Civic Space (2) Accountability and Transparency (3) Legal Aid and (4) LegalTech.

In this context, GIZ is seeking a suitable candidate to fill the following position:

Technical Advisor Legislative and Policy Reform – (Lusaka based)

REF: GIZ_ENACT_TALPR

Main tasks and responsibilities:

The position holder is responsible for:

  • Supporting  the EnACT programme, offering advisory services to partners on implementation and reform of the legislative framework pertinent to good governance, human rights and accountability.
  • Advising state institutions on implementing selected elements of existing policies and laws which will contribute to enhanced access to justice, transparency and accountability.
  • Advising civil society and state partners on participatory policy and law formulation as well as monitoring the implementation of key pieces of legislation in said areas.

In this context, the position holder fulfils the following tasks:

Technical Advice to Partner Institutions

  • Advise state partners on participatory law making, this entails procedural advice on selected pieces of legislation (e.g. on Access to Information Act, Public Order Act, Zambia Correctional Service Act) as well as strengthening of institutionalized participatory mechanisms, consultation platforms, regular exchange fora etc.
  • Advise state partners on policy implementation and monitoring
  • Monitor and collect data on the implementation of legislative and policy processes by State partners (e.g.  8NDP, NGO Act, Legal Aid Act, Anti-Corruption Policy, Zambia Correctional Service Act)
  • Providing technical advice to civil society partner institutions on legislative and policy reform processes with regards to enhancing transparency, accountability and access to justice
  • Support in establishing or identifying suitable platforms for state-civil society engagement on legislative processes on accountability and access to justice
  • Coordinate additional support measures to state partners
  • Support preparation and documentation of the steering mechanisms of the EnACT programme (Steering Committee, Technical Committees)
  • Support the coordination of joint activities within the EnACT programme
  • Propose measures to enhance the impact of the Programme

Knowledge Management and Research

  • Contributing to the project’s monitoring, reporting and knowledge management system by documenting results and lessons learnt
  • Identifying, compiling and documenting good, innovative practices and lessons learnt on legislative and policy reform processes
  • Assisting the Communication advisor in compiling stories of change with regards to policy and legislative processes and reforms
  • Compiling relevant information regarding his/her areas of responsibility
  • Supporting the knowledge management including collecting and sharing reports and any other relevant information

Other duties/additional tasks

  • Supporting EnACT on an ad hoc need’s basis with other related tasks
  • Participating in a set of additional activities including supporting the project implementation and synergies

Required qualifications, competences, and experience

Qualifications

Formal Education

  • University Degree in Development Studies, Bachelors in Law (LLB), Political Science, Human Rights and/or other related fields
  • A master’s degree is an added advantage

Other Qualifications

Professional Experience

  • At least five years professional experience in the governance sector with a focus on institutional strengthening and/or participatory law and decision making
  • At least five years working experience in the promotion of human rights with governmental institutions, civil society organizations and/or donor agencies
  • Previous work experience either with a Zambian government institution or an international organisation and/or donor agency
  • proven track-record in change management processes is an added advantage

Other Knowledge, additional competences

  • In-depth knowledge of the political, social, economic development and the relevant institutional landscape (public sector and civil society) of Zambia
  • Fluency in English with the ability to express oneself well both in writing and orally
  • Be a team player, flexible and open minded
  • Have strong ability to multitask duties and apply practical problem-solving skills when needed
  • Have the ability to work in intercultural teams
  • Have excellent communication skills (including networking)
  • Be conscientious and efficient in meeting commitments and observing deadlines
