 About the Program

IFES is seeking a Senior Elections Specialist for its USAID-funded cooperative agreement supporting the Electoral Commission of Zambia (ECZ). The Senior Elections Specialist will serve as IFES’ primary in-country representative and coordinator of programming with local and international actors for up to 3 months. The primary focus will be on engaging and coordinating with the ECZ, IFES experts, and IFES program management, including efforts to provide technical training to the commission. The position is based in Lusaka, Zambia, and will report to an IFES’ Senior Program Manager for Africa.

Job Responsibilities:

Scope of Work and Deliverables 

IFES is seeking a consultant based in Lusaka, Zambia, to coordinate and support technical assistance to the ECZ that will be provided with additional support from IFES technical experts.

Tasks and Responsibilities: 

  • Serve as the in-country point of contact for stakeholders and manage all outreach and scheduling efforts with local electoral stakeholders regarding events and meetings;
  • Assist in organizing and facilitating a 2 or 3-day induction training with the ECZ, in partnership with an additional IFES technical expert;
  • Provide troubleshooting on all logistical issues that may arise during implementation;
  • Contribute to reporting efforts in consultation with IFES HQ;
  • Maintain close relationships with officials in election management body to gain a thorough understanding of needs and priorities to assist in refining IFES’ planned work with the commission;
  • Facilitate communication and cooperation between relevant ECZ contacts and IFES legal and election experts in support of IFES program activities;
  • Participate in donor meetings, as applicable.

Deliverables  

  • Summary of activities and results for donor reporting
  • Any training materials produced and organization of training

Anticipated level of effort: 10 days


Qualifications:

• Minimum of ten years of relevant work experience related to elections and governance.
• Existing familiarity and established working relationship with ECZ and key officials.
• Bachelor’s degree or equivalent in relevant discipline; Master’s preferred.
• Experience in providing specialized technical assistance, capacity building, and training to election stakeholders.
• Demonstrated skills with report writing.
• Ability to identify creative, practical approaches to overcome challenging situations.
• Demonstrated understanding of the issues and challenges of the existing electoral system and debate over reform in Zambia.
• Familiarity with political, economic, and social issues in Zambia.
• Fluent written and spoken English language skills is required.
• Experience working with USAID-funded programs and liaising with donors is preferred.
