JOB DESCRIPTION

TITLE:  Programme Coordinator (Adolescent Sexual Reproductive Health & Rights)

TEAM: Programmes and Operations

LOCATION:  Petauke

GRADE: 3

CONTRACT LENGTH: 2 years renewable

CHILD SAFEGUARDING:

Level 3 – the responsibilities of the incumbent may require them to have regular contact with or access to children or young people.

ROLE PURPOSE:

The ASRHR Coordinator, for Children’s Future Program will have the overall responsibility of providing coordination & leadership in the planning & implementation of ASRHR activities. S/he is responsible to developing the capacity and collaborating with partners (Partner NGOs and Government collaborating partner i.e., health facility staff) through various approaches including coaching and on the job capacity building.  While utilizing available resources prudently, s/he is will be responsible for ensuring quality delivery of ASRHR programs at implementing sites by maximizing impact and contribute to the Country Strategic Plan adolescent health milestones.

The Programme Coordinator works closely with the Program Manager.  The incumbent is accountable for effective and efficient management of all ASRHR activities in ways that ensure resources are focused on reaching strategic objectives, (address unequal and discriminatory structures and power relations) meeting donor expectations and adhering to all internal and external standards.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports: to the Program Sponsorship Manager

Staff reporting to this post: TBA.

Indirect: Field facilitators

Budget Responsibilities: As per ASRHR budget allocated per year.

Role Dimensions: Programme Coordinator while working closely with the programme manager has overall accountability of managing the ASRHR budget in liaison with the Program Manager. He/she will manage all key and strategic communications, community-action, social behaviour change, campaigns relationships and engagements for ASRHR.

KEY AREAS OF ACCOUNTABILITY: The Programme Coordinator will be responsible for the following.

  1. Project Planning and budgeting
  • Provide strategic and clear direction/guidance in planning and budgeting of ASRHR program in accordance with the My Sexual Health and Rights Common Approach, guidelines, framework, policies and country strategy plan.
  • Provide strategic guidance to partner organizations in designing cost effective and result oriented program in collaboration with the Government for immediate and long-lasting changes in the lives of children.
  • Ensure/support partners to develop plan and budget along with Detail Implementation Plan (DIP) and budget.

2.  Project Implementation

  • Ensure that partners implement the plan & budget as set in the detail implementation plan and phased budget and provide support for recovery plan if required to achieve the result.
  • Work closely with technical teams to ensure adequate managerial and technical support to the partner organizations to implement detail implementation plan and phased budget.

      3.   Project Review and monitoring

  • Monitor the budget vs expenses tracking every month and provide feedback if required.
  • Conduct regular field visits with appropriate tools and checklists, including discussions with beneficiaries on program effectiveness, and feedback on improvements.
  • Ensure regular program implementation and monitoring to identify strengths and weaknesses of the project and share respective organization team for appropriate action.
  • Conduct the review of progress made by the partner organizations on quarterly basis and identify the areas where they need to improve in terms of capacity building, cost efficiency, efficient use of staffs and help them to make necessary changes in their original plans if required.

      4. Project Reporting 

  • Prepare quality reports as per SCI and donor requirements.
  • Ensure the partners conduct analytical discussion on project reports before submitting to SCI.
  • Ensure that quality reports are submitted on time by the partners and SCI staffs.
  • Assist supervisor to prepare and submit semi-annual and annual reports on time.
  • Ensure timely financial and Project tracking reports.

      5.  Capacity Development of SCI, Partners and stakeholders

  • Lead, manage and motivate SCI & partner staff and make sure they have clear objectives, results and work plans and receive meaningful feedback on their performance regularly.
  • Lead on capacity building of partner staff through coaching, mentoring and training.
  • Using available GRZ and SCI training packages, facilitate building capacity of partners, and stakeholders to ensure effective implementation of different training, workshops, meetings and seminars.

       6.  Partnership Management and Projects Compliance

  • Ensure adherence to all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.
  • Ensure that all partners meet the organizational policies, and donor requirements in time.

      7.  Enhance Coordination, Collaboration and Networking ​

  • Enhance Coordination linkages/networking with district line agencies and like-minded organizations for effective implementation of ASRHR programs, policy advocacy and sharing of best practices.
  • Maintain close relation with other thematic teams and identify areas to work collaboratively to bring synergy in the team at SCI and with partners.

      8. Representation

  • In liaison with the Programme Manager, represent Save the Children at local, district, regional, national, international levels when and if required.
  • Be an active member of SCI community of practice on ASRHR to share experiences and lessons from the Children’s Future Program.

      9.  Child Safeguarding

  • Work with Child Safeguarding Focal persons to ensure all CO staff are trained in Child Safeguarding.
  • Closely review documents and agreements to ensure all partners, contractors, visitors, volunteers etc. comply with the Child Safeguarding and code of conduct standards.
  • Ensure all children files and information are held in confidence as per sponsorship guidelines.

QUALIFICATIONS 

  • Minimum of a Degree in public health, nursing, development studies or any relevant field with corresponding experience.
  •  Project management training is an added advantage.

EXPERIENCE AND SKILLS

Essential

  • 3-5 years’ work experience in adolescent health or similar field in Zambia.
  • Experience in designing, setting up and running adolescent health programmes
  • Experience with partner capacity assessment, OCD/capacity building of local partners
  • Program development and Execution – Experience of designing and managing child-rights and child-led programmes is an advantage.
  • Experience with adaptive management and learning and reflection-based programming approaches.

  • Demonstrable financial, planning and budget management skills a MUST. Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Demonstrated knowledge of international and local policies and frameworks relating to their thematic area is necessary.

Desirable

  • Thorough understanding of Save the Children working principles and approaches of Child Participation, Child Rights Programming, Partnership, Child Safeguarding, Zero Tolerance, Monitoring and Evaluation, Programme Integration etc.
  • Ability to intervene with crisis management or troubleshooting as necessary.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Experience with qualitative and digital Monitoring, Evaluation, Learning and Accountability methodologies and tools (most significant change, outcome mapping/harvesting, Kobo, Power BI, etc.)
  • Excellent time management and planning capacity
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities.
  • Computer literacy and excellent documentation skills are a must.
  • Availability and willingness to work extra hours during times of humanitarian responses.
