Human Resource Officer National Legal Aid Clinic For Women

The National Legal Aid Clinic for Women (NLACW) was established in 1990 as a project of the Women’s Rights Committee (WRC) of the Law Association of Zambia (LAZ). The NLACW was established to provide affordable legal aid to women and children from marginalized social sectors who cannot afford to hire a lawyer to represent them in their pursuit of justice.

NLACW is implementing a Strategic Plan for the period 2019-2023 with core-support from the Swedish International Development Cooperation Agency (SIDA).  The strategic objectives include Legal Representation, Legal and Human Rights Education and Advocacy for policy and law reform to address gender inequalities and ensure that the rights of women and children are safeguarded.

Job Title: Human Resource Officer
Location: Lusaka
Contract Duration: 8 months with possibility of extension for 2 years

Job Role

Role Overview:

The Human Resources Officer shall be responsible for coordination and management of human resource in line with National Legal Aid Clinic for women HR Policies and other organizational policies and procedures.

Human Resource Management

Work closely with the Executive Director to facilitate the development, implementation and interpretation of Human Resource strategies, policies, procedures and systems that are consistent and in harmony with the national Labour laws, Global HR Frameworks
Developing and implementing HR strategies and initiatives aligned with the overall Organization strategy
Bridging management and employee relations by addressing demands, grievances or other issues

Managing the recruitment and selection process

Work with the Executive Director to develop and implement human resource plans that are aligned to organizational strategy, plans and priorities.
Develop and implement Human resource information systems, records and reports including frequent and periodic availability and accuracy of information thereof.
Monitor and provide support to thematic heads/station heads and staff in performance appraisal to make sure the completeness of performance appraisal as scheduled, and provide comments to thematic heads/station heads and staff on performance appraisal results if needed.
Ensure implementation of employee welfare and wellness services – insurance, security, gratuity and work life balance;
Work with thematic and station heads to identify training needs and development opportunities for all staff of NLACW programmes and develop annual training plan
Report to management and provide decision support through HR metrics
Ensure legal compliance throughout human resource management
Manage employees’ contracts of employment and maintain personal files and up to date data on all staff.
Preparing quarterly and regular HR reports for decision making
Work with thematic heads/station heads to encourage and maintain sound employee relations by undertaking all necessary consultation with staff on personnel issues to ensure there is harmonious relationships and effective communications are maintained between management and staff.
Support with disciplinary or grievance hearings, or in the event of collective disputes.

Recruitment,-on-boarding and exit management

Ensure compliance with the provisions of the HR Policy on recruitment and selection processes in the organisation
Develop and participate in the implementation of recruitment tools and processes (e.g. shortlisting tools, interviewing tools, invitation templates etc.)
Work closely with Executive Director to identify staffing gaps and seek approval to fill vacant positions.
Coordinate and participate in the process of induction, placement, re-deployment/ transfer, and deployment in line with the Organization’s HR Policy.
Coordinate the conducting of and reporting on exit interviews with leaving staff to facilitate the improvement of the organisation.

Administration and office management

Ensure that lease contracts and other necessary agreements are in place and up to date.
Organize senior management and staff meetings and acting as custodian of the proceedings.
Participate in procurement committee deliberations including annual tendering and bidding process.

Assurance compliance

Ensure strict adherence to the following NLACW  policies: Sexual Harassment, Exploitation and Abuse  Policies, Code of Conduct, Whistle Blowing, Anti-Fraud, Complaints and Feedback.

Other duties

Perform other functions that will be assigned by the Executive Director and management from time to time.

Minimum qualifications and experience

University Degree in Human Resources, Business Administration or related field.

Minimum of five (5) years working experience in human resource management at middle level management in a CSO

Proficiency in Microsoft office packages

Desirable Knowledge, skills and Experience

Good knowledge and working experience of labor laws Human Resources Management  practices.

Good communication and report writing skills

Ability to get things done while exercising good judgment

Willingness to work and meet tight deadlines

Demonstrated ability in organizing and managing priorities

Ability to set up and maintain cordial working relations with staff
