  Senior  Finance and Administrative Manager

The senior Finance and Administrative Manager will be the lead expert for financial operations and management. This includes being responsible for efficient resource deployment and use, program accounting and financial reporting systems, cost-share and related reporting and ensuring compliance with donor financial and accounting rules and regulations. S/he will be responsible for developing and implementing processes for all financial, accounting , expenditure analysis, budgeting, planning, and controlling, monitoring, and reporting for all finance operations in connection with the project.S/he will ensure effective and efficient management of compliance, procurement, inventory, and general administration support functions for the project.

S/he will provide accurate, complete, and timely financial information, analyses, and briefings and recommend improvements in financial procedures.

Key roles responsibilities

  • Provide leadership to the Project Finance and Grants team to ensure proper financial management, compliance and utilization of funds including tracking of fund utilization and available resources.
  • Review  the utilization of sub-award budgets, advances and expenses
  • Develop or review financial and administrative policies and procedures, including procurement, vehicle and travel, asset management, and insurance.
  • Take the lead in setting up an operational Internal Compliance system that will ensure a systematic approach to evaluate and improve effectiveness of risk management, internal controls and governance processes.
  • Prepare financial reports for submission to the donor and Access to Health Zambia
  • Lead and coordinate development and management of the annual budget.
  • Develop and monitor the office’s accounting, financial, administration, and logistics systems.
  • Establish and monitor internal controls; ensures compliance with procedures, donor requirements regulations.
  • Supervise Finance and administration staff.
  • Manage annual audit process.

Required qualifications and experience

  • A professional qualification in accountancy, such as ACCA or CIMA
  • Master’s degree in Finance or a related field will be an added advantage
  • Member of the Zambia Institute of Chartered Accountants (ZICA) a must
  • Progressive responsibility and experience in overseeing financial operations and management of large-scale, complex development activities in Sub-Saharan Africa (preferably Zambia) at a Senior Level.
  • Demonstrated experience in overseeing the Procurement administration, financial management and reporting of a USAID funded project
  • Demonstrated working knowledge of U.S. Government financial, procurement rules and regulations and strong analytical and computer skills. Conversant with accounting softwares
  • Demonstrated written, presentation, communication and organizational skills
