SUMMARY

Job Title: Provincial Coordinator

Overall Reporting to: Executive Director

Programme Reporting to: Programme Manager

Duration: 2 years (renewable) fixed position.

Location: Chipata District, Eastern Provincial Office with frequent travel to other districts in the province for implementation.

The Civil Society for Poverty Reduction (CSPR) is a dynamic advocacy network of over Civil Society Organizations (CSOs) working around the different dimensions of poverty in Zambia. The network strives to effectively contribute to poverty reduction and pro-poor development through anti-poverty policy advocacy and the promotion of inclusive economic governance, social security and justice, civic engagement, and climate justice. The organisations’ social accountability advocacy using research, capacity building, lobbying and awareness raising in 6 Provinces is centred around the national development plan themes.

CSPR seeks a qualified, experienced, and dynamic individual to join the CSPR secretariat team at provincial level in Eastern Province.

Overall Purpose: To be the point of contact for the province and to coordinate implementation of the programmes and projects of the Provincial Programme Management Teams; monitor and support implementation of activities and all administration functions in the Provincial Office.

KEY AREAS OF RESPONSIBILITY AND ACCOUNTABILITY

Management of CSPR Programmes and Network

  • Coordinate all CSPR Programme activities implemented in all the Districts in the province.
  • Prepares and presents the annual work plans for the provincial programmes for approval.
  • Actively supports and advises project designing, implementation and monitoring in the provinces, and proposes and implements new strategies to enhance CSPR’s work in the Province.
  • Generates provincial programmes performance reports as per schedule.
  • Implements specific activities under the Provincial work plan against set budgets and timelines.
  • Drives the recruitment, participation and support to members in the Province.
  • Maintains a database of network members and their participation in institutional activities at the provincial level.
  • Supervises and monitors performance of the Provincial Programmes Assistant.

Advocacy

  • Identifies and develops opportunities for CSPR advocacy in the province.
  • Secures slots for CSPR coverage in both the print and electronic media in the province.
  • Collect and compile information on emerging issues relevant to CSPR to support advocacy activities and report on these.
  • Facilitate and establish policy dialogue with Government and relevant stakeholders in the province.
  • Supports the various social accountability groups and platforms established by CSPR in the province.

Communication and Information Management

  • Prepares and with authorisation issues media statements related to the poverty issues affecting the province
  • Ensures regular updates of Provincial Activities with secretariat, including on social media pages.
  • Stores appropriate media from all implemented activities by CSPR as means of verification.
  • Keeps record of CSPR external communication and of key contacts from media, government and other relevant stakeholders in the province

Resource Mobilization

  • Identifies and pursues opportunities for Programme financing at the provincial level.
  • Contributes to the development of CSPR concept notes, proposals, and activity budgets.
  • Identifies non-CSO stakeholders to partner with CSPR on fundraising, service provision etc.

Capacity Building

  • Undertakes needs assessments of provincial network members, community beneficiaries and other CSPR partners.
  • Supports the design and implementation of capacity building activities at the provincial level.

Reporting

  • Prepares activity reports for all activities conducted.
  • Drafts annual and quarterly provincial Programme reports.
  • Prepares weekly reports and calendars for national Secretariat.
  • Provides quarterly updates of CSPR membership status in terms of subscription, grievance issues and participation.

Finance and Administration

  • Ensures financial performance of the Provincial Office and adheres to set budgets for activities.
  • Prepares and presents the Provincial annual budget and other budgets for approval.
  • Ensures timely retirement of funds for activities under in the province.
  • Ensure that the PPMT office, including the use of office equipment, is administered in line with CSPR Guidelines for office use.
  • Ensure that all security measures are taken to ensure the safety of the office and its equipment
  • Set up filling system for PPMT accounts, reports, minutes and other documents
  • Be responsible for ensuring that all Financial & Narrative reports are submitted on time to the National Secretariat.
  • Provide advice and guidance to the PPMT Executive on their Budgets and accounting to ensure adherence to Financial & Operational Guidelines and CSPR Accounting System
  • Support the treasurer’s preparation of activity specific and quarterly financial reports
  • Clearly document and file minutes that record authorisation for financial transactions made in PPMT executive meetings and Secretariat.
  • Implement accounting and finance systems that safeguard, manage and account for financial resources.
  • Facilitate all payments for goods and services directly with suppliers.
  • Collect and forward all membership fees collected from the CSPR provincial members
  • Support procurement processes.

Other

  • Ensures mainstreaming of Gender, Disability and HIV&AIDs issues in advocacy activities.
  • Perform other relevant tasks as may be reasonably assigned by the Programmes Manager and Executive Director.

MINIMUM ELIGIBILITY REQUIREMENTS

  • A degree in social sciences with preference for Development Studies, Economics, Demography, Education Management, Adult Education, Public Administration, Social Work related programmes (lower qualifications with 3 years relevant work experience in advocacy on pro-poor issues will be given exception)
  • Minimum of 2 years’ professional experience in programme management and coordination in a civil society organisation
  • Demonstrated knowledge of emerging issues in the social sector in Zambia.
  • Demonstrated understanding of basic financial management processes and procedures.
  • Additional postgraduate or in-service training in advocacy or project management related themes.

  • Proficiency in the use of information systems and basic office management software.
  • Fluency in spoken and written English
  • Good report writing skills.
  • Strong skills and experience working in teams and networks.
  • Hard working, responsible and honest
  • Must not have a criminal record.
  • CSPR works with children and women and fully enforces its safeguarding policies, hence candidate must have no record in conflict with this policy.
  • Candidate must demonstrate an understanding of the local culture in the operational province.
