SUMMARY

Job Title: Economic Governance Programme Coordinator

Overall Reporting to: Executive Director

Programme Reporting to: Programme Manager

Duration: Fixed Contract of 2 years (renewable).

Location: Lusaka Head Office, with frequent travel to project sites outside Lusaka.

The Civil Society for Poverty Reduction (CSPR) is a dynamic advocacy network of over Civil Society Organizations (CSOs) working around the different dimensions of poverty in Zambia. The network strives to effectively contribute to poverty reduction and pro-poor development through anti-poverty policy advocacy and the promotion of inclusive economic governance, social security and justice, civic engagement, and climate justice. The organisations’ social accountability advocacy using research, capacity building, lobbying and awareness raising in 6 Provinces is centred around the national development plan themes.

CSPR is seeking a qualified and motivated individual to fill a vacancy as Economic Governance Programme Coordinator. The Coordinator will primarily be responsible for managing the Voice and Accountability Project which CSPR is implementing in the Western and Eastern provinces of Zambia. This is a full-time position in the main office located in Lusaka and the primary role will be to coordinate people and processes to ensure that the V&A project is delivered on time and produce the desired results. General Duties and Responsibilities

The Programme Coordinator will have the following main roles and responsibilities:

Manage CSPR Economic Governance Programme

  • In liaison with the Economic Governance Programme Management Team (PMT), prepares the CSPR Economic Programme, describing the way the CSPR will conduct its Poverty and Programme monitoring and evaluation, and criteria for such activities.
  • Identifies program funding opportunities and in liaison with the program manager prepares appropriate funding proposals
  • Supports Economic Governance related research and analysis on public finance management and service delivery
  • Acts as Secretary to EG PMT, providing support and advise to program formulation and implementation.
  • Stores in appropriate media the means of verification
  • Supports the implementation of Economic Governance Plan in liaison with the Finance Manager,
  • Works with the Finance Manager to prepare and present budget for the RG Programme for Approval.
  • Monitors performance of programme activities and budget and take action to address challenges
  • Manage the Voice and Accountability Project
  • Develop the Project Annual Workplan and Budget
  • Coordinates Implementation of project workplan in lien with project specifics and legal covenants
  • Identifying the risks involved in the V&A project and managing these risks.
  • Ensuring the project tasks and activities are executed up to the agreed standards with the project sponsors.
  • motivating the team of people involved in the project.
  • Ensuring a fair balance across the project scope, time, and budget
  • Ensuring the project delivers the expected outcomes and results to benefit communities.
  • Managing changes to the project as and when necessary, in a seamlessly manner.
  • co-ordinating work done by the Project Management Unit.
  • Coordinate the Report Processing plan to ensure that there is timely and quality reporting on the project.
  • Liaise with the PTF project support specialists on specific aspects of the Project

Capacity Building

  • Supports and mentors Programme staff in areas of evidence-based advocacy, budget tracking and service delivery monitoring
  • Identifies PMU capacity needs and comes up with capacity support interventions

  • Performs other tasks as maybe reasonably assigned by the Programmes Manager and Executive Director
  • Supports the mainstreaming of Gender, HIV, Environmental Sustainability and Conflict Sensitivity

Minimum Eligibility Requirements

  • Minimum Bachelor of Arts in Development Studies, Education, Political Science, Economics or related fields humanities or project management. Candidates with a Masters’ degree in the relevant fields will also be given due consideration
  • Minimum 4 years’ experience as a project or Programme Manager of governance or social accountability related projects.
  • Candidate must not have a criminal record
  • Demonstrated knowledge of emerging issues in the social sector in Zambia.
  • Demonstrated understanding of basic financial management processes and procedures.
  • Additional postgraduate or in-service training in advocacy or project management related themes.

Key Competences and Personal Attributes

  • Solid technical background, with understanding or hands-on experience in stakeholder management and community engagement
  • Excellent project team coordination and internal communication skills
  • Excellent written and verbal communication skills
  • Solid organizational skills including attention to detail and multi-tasking skills
  • Strong working knowledge of Microsoft Office (Full Package)
  • Project Management Profession certification is a plus
  • Basic understanding of Monitoring and Evaluation Processes and Tools will be an added advantage.
  • Experience in managing USAID, EU, AfDB or World Bank projects will be a plus

  • Must be able to manage and prioritise multiple tasks
  • Able to work with network member CSOs and government officials.
  • Ready for frequent travel to project sites and rural areas within Zambia
  • Sensitivity and adaptability in situations where cultural, gender, religious or other local issues may arise.
  • Commitment to represent and promote the vision and values of CSPR.

Language Requirements:

Fluent English (written and oral)
Fluency in one regional language (Nyanja or Silozi) used in the Eastern or Western provinces is desirable.
