About the Syphilis-Free Start team

Syphilis among pregnant women is a highly neglected but addressable problem, responsible for more than 300,000 serious adverse outcomes annually (stillbirth, neonatal death, and congenital syphilis). Nearly all of these adverse outcomes can be prevented inexpensively and easily if women are tested and treated during antenatal care visits. The recent development and WHO pre-qualification of an affordable rapid dual diagnostic test for HIV and syphilis has made it possible to achieve near universal testing and treatment for governments that choose to deploy this test at antenatal clinics. Evidence Action is supporting the Ministry of Health with a new maternal syphilis program in Zambia and has been providing technical assistance to the Zambia Ministry of Health in scaling up this intervention since 2022.

Position Reports to: Country Director, Zambia

Location: This role will be located in Lusaka, Zambia

Position’s Direct Reports: None

Key Responsibilities:

Office Administration and Logistics management – 30% of the role

Coordinate Office Administration: Supervise the soon-to-be-recruited logistics officer(s) at the Zambia administrative office and coordinate with programs/department leads in other regional and global offices to ensure that Evidence Action’s offices are managed efficiently.
Office management: Ensure that office management is consistent and compliant to processes, to include maintenance of an asset register, proper and cost-effective maintenance of insurance policies.
Vehicles and Transportation: Lead creation and maintenance of vehicle pools, working with a team to ensure competitive, reliable drivers.
Manage other Evidence Action Administrative Services: Ensure core administrative services provided by Evidence Action to projects.
Responsible for workplace safety and security in Zambia and be the point person on emergency management and security updates.
Promote health and safety standards: Ensure all health and safety procedures are observed in and out of Evidence Action work place whenever Evidence Action staff are conducting work.
Lease agreements management and service contract oversight – 15% of the role

Coordinate negotiations/relationships with landlords on all lease agreements entered by Evidence Action in Zambia. Keep track of all renewal dates and terms of the lease agreement on termination or rent increases.
Lead in SLA negotiations and management of all service agreements for Evidence Action in Zambia.
ICT support and Coordination – 10% of the role

In close collaboration with the Sub-region IT team, initiate and support processes for formulating information and communication technology (ICT) policies, regulations and procedures at Zambia offices, and monitor the implementation of said policies.
Provide ICT support in the development and maintenance of the Evidence Action databases and website as guided by Sub-region IT manager.
Ensure all IT equipment are serviced and maintained as per the IT policy of Evidence Action.
Procurement – 25% of the role

Ensure 100% compliance with the organization’s procurement policies for the supply of goods & services.
Ensure 100% compliance on the screening of vendors and all third parties on CSI security platform.
Oversee and coordinate efficient and timely procurement for the country program activities.
Oversee the yearly pre-qualification process for the selection of vendors for the country program.
Team Management – 10% of the role

Provide leadership, direction and functional guidance to the operations team, if and when one is constituted, setting team and individual objectives to team members.
Responsible for developing/refining and regularly reporting on Key Performance Indicators and Metrics to management concerning the regional operations support activities and capacity/gaps.
Project Management – 10% of the role

Collaborate with the Sub-region Operations Lead on and lead the development of operations systems for use by staff.
Provide project management leadership support for operations related projects as needed and directed by Zambia Country Director or country-specific work plans.
Develop and provide training to staff across offices on existing and evolving operational systems, functionality, and processes in use by Evidence Action.
Requirements
Required Qualifications:

Minimum Bachelor’s degree in Business Administration or any related field.
3 years of experience working with NGO or large multi-national organizations;
Self-directed and self-motivating personality, with proven ability to manage demands from multiple clients while adhering to deadlines and priorities;
Experience with mobile money payment systems, creating budgets, budget management and understanding of local laws related to the subject and best practices;
High level of competency in computer skills, MS Office including Excel and PowerPoint is essential;
Ability to communicate effectively with people at all levels of the organization;
Strong analytical and problem-solving skills;
Ability to liaise well with others and serve as a team player;
Strong oral and written communication skills;
Attention to detail;
Candidates must have prior experience working in developing countries and preference will be given to citizens or permanent residents of Zambia.
