Human Resources Officer

Development Aid from People to People (DAPP) is a nationally registered NGO working with development projects within the field of education, health, agriculture and other poverty alleviation programmes. Projects are carried out in all the provinces of Zambia reaching over 1 million people. Key funding partners include the Government of Zambia, national and international development organisations (USAID, EU, CDC, Global Fund, WFP and others) as well as private sector organisations.

Development Aid from People to People (DAPP) is inviting suitably qualified and experienced persons to apply for the position of Human Resources Officer.

Job Summary

The principal purpose of the role is to provide professional backstopping support and advice to the Human Resources function/department and other parts of the institution.

The position will be based in Ndola.

1. Job summary/responsibilities

1.1 In conjunction with the line manager and other members of the (Human Resources) HR team provide advice on the interpretation of HR Policies, procedures, guidelines and employee relations issues to staff

1.2 Contributes to the development and review of HR Policies and Procedures

1.3 Monitors and responds to queries and provides advice, guidance and support to both supervisors and employees across all aspects of the employee life cycle, escalating to the next level where appropriate

1.4 Participates in administering and supporting the implementation of changes or modifications to HR systems and processes to ensure they are fit for purpose

1.5 Coordinates the production and alignment of information for the purpose of producing HR reports and metrics used by the HR team

1.6 Coordinates and undertakes auditing of employee files for the purpose of accuracy and correctness against standard processes, delegations and organisational requirements

1.7 Ensures consistent and sound records management processes and practices that maintain reliability and authenticity of file records from their creation, through their effective use, to disposal or preservation as archives

1.8 Assists with the recruitment process by:

(a) Providing advice on position descriptions, advertising content and options for publication

(b) Screening applications

(c) Coordinating recruitment activities including scheduling, administering pre-employment tests interviews, performing reference checks, managing correspondence during the recruitment process and all associated tasks and administration

(d) Contributing to the development and delivery of a standard induction and on-boarding program to all new staff

1.9 Assists with preparation and issuing new employment offers, contracts and contract variations

1.10 Co-ordinates administration processes for probation reviews, performance development reviews, employment permits and visas, Police clearances and reference checks

1.11 Participates in organising learning, capacity development and training sessions as required

1.12 Monitors compliance around professional registrations for all staff requiring registrations with professional bodies

1.13 Ensures compliance with all relevant legislation and regulations, including NAPSA, NHIMA, Workers Compensation, as well as service standards and contractual obligations

1.14 Coordinates the staff disciplinary and grievance handling procedures when need arises

2. Basic Requirements

2.1 Diploma or Degree in Human Resources Management, or other workplace people management qualifications; with at least 3 years’ experience for a Diploma holder and 2 years for a Degree holder.

2.2 Membership of the Zambia Institute of Human Resources Management (ZIHRM), with valid practising licence

2.3 Understanding the interpretation and application of labour laws and employment regulations

2.4 Competence using Microsoft applications and internal systems.

2.5 Excellent communication and facilitation skills

2.6 Competence in use of HR information systems/software.
