The Catholic Relief Services (CRS) country program was established in 2000, and administers a varied and diversified portfolio of nutrition, health systems strengthening, food and security economic growth and livelihoods, orphans and vulnerable (OVC) research and HIV and AIDS programs. Catholic Relief Services out the commitment of Bishops of the United States to assist the poor and the vulnerable overseas.


Epidemic Control 90-90-90 (EpiC 3-90) supports the Ministry of Health (MOH) in targeted faith-based sites to achieve the UNAIDS Fast Track goals for epidemic control: 90% of all PLHIV know their status, 90% of those diagnosed receive sustained ART, 90% of all people receiving ART have viral suppression.

EpiC 3-90 supports comprehensive HIV/AIDS service delivery at supported faith-based facilities while building capacity and systems for sustainability through a three-pronged approach: 1) Support health facilities improve their delivery of HIV prevention, treatment and laboratory services; 2) Improve key health system functions and structures needed to deliver quality HIV services; and 3) Health information is strategically collected and utilized to improve HIV service delivery. Through the course of the project, EpiC 3-90 will gradually decrease its involvement so that District and Provincial Health Offices (DHOs, PHOs) assume oversight of and technical assistance to supported facilities.

EpiC 3-90 is a consortium project of Churches Health Association of Zambia (CHAZ), Chreso Ministries and Catholic Relief Services (CRS), as a prime consortium member, CRS brings globally recognized expertise in grants management, health systems strengthening and sustainability, and top-notch HIV/AIDS service delivery.

Job Summary

The Provincial Community and HTS Advisor (PCHA) will provide technical support to all community ART and HIV testing activities of EPIC 3-90 at the provincial level. The project is designed with a focus to scaling up of Community Based HIV testing and treatment across the project’s area of intervention. The PCHA will support community level interventions including demand creation, counseling and testing, setting up differentiated service delivery models (DSD) of care, transfer of stable-on-care patients to DSD models of care, support to of referral and linkage services, work closely with M&E team to effectively collect community data, as well as documenting all community strategies successes and gaps.  The PCHA will work closely with provincial/district teams to implement community and HIV testing modalities to achieve desired results. S/he will contribute to project reporting, project planning, capacity strengthening for community level technical teams as well as project monitoring and evaluation. The PCHA will report to the Provincial Coordinator

Role and Responsibilities:

  • Conduct community mobilization and sensitization in HIV prevention and treatment services
  • Continuously identify appropriate community-based strategies at facility and district health management level to address HIV testing and treatment service delivery systems bottlenecks that act as an impediment to effective service delivery
  • Together with other clinical technical teams (at facilities and in EPIC3-90), provide mentoring and capacity building to CBVs and clinic teams in the community approaches including HIV index testing, contact tracing and patient tracking for re-engaging patients back into care e.g. Community Index testing, DSD models, patient retention strategies
  • Collaborate with the facilities to manage patients that have missed their clinical appointments
  • Technically contribute to work plans, development of community based testing and treatment activities.
  • Review and refine evidence-based training materials, job aids, and curricula, supervisory systems and other training materials needed to accelerate community approaches and testing modalities
  • Support and work closely with clinical team in the implementation of Differentiated Service Delivery (DSD) models, to improve HIV services outcomes
  • Provide guidance to project teams, professional associations and stakeholders in the revision/development of evidenced-based standards for competency in community HIV treatment and care.
  • Building the capacity of staff to provide high quality HIV treatment services in supported sites and the community they serve so that PLHIV (pediatrics, Adult, adolescents) are tested and initiated on treatment.
  • Regularly report to the Provincial Coordinator (PC) and technical staff on successes, challenges and lessons learnt in implementation related to community treatment, health systems and other areas of technical expertise
  • Contribute to project reports – Ad hoc, Weekly, Monthly, Quarterly, Semi- and Annual program reports.
  • Work with Strategic Information teams to develop M&E frameworks and effectively track community implementation data/results
  • Any other duties as assigned by the supervisor
  • Job Specifications:

    • Degree/diploma in Nursing/Nurse Prescriber; additional diploma in community nursing or psychosocial counselling or degree in public health will be an advantage
    • 5 years’ experience implementing HIV prevention, care and treatment, preferably supporting faith based health facilities in Zambia
    • Strong skills and track record in Index testing strategies, contact tracing, patient tracking for retention in care
    • Able to provide effect hands-on mentorship
    • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
    • Proficiency in Microsoft Office is a must
    • Excellent oral and written communications skills

    Ability to travel nationally and internationally

    Required/Desired Foreign Language:

    Proficiency in English and any Zambian local language

    Travel Required:

    70% travel
