The USAID DISCOVER-Health project aims to improve the lives of Zambians by ensuring equitable access to and use of high-quality HIV, maternal new-born and child health (MNCH), family planning and reproductive health (FP/RH) services and products at the district and community levels. The project utilizes and sustains a health model that maximizes the relative strengths of the public and private sectors to deliver health products and services that reach all beneficiaries and consumer markets.

JSI USAID DISCOVER Health Project is recruiting for the following position:

Job Title: Human Resource Specialist – X1 Performance Management & Employee Relations

Location: Lusaka

Category: Full Time

Reporting: Senior Human Resource Manager

Job Purpose

The Human Resource Specialist – Performance Management and Employee Relations (PMER) is responsible for ensuring that all HR functions related to performance management and employee relations are executed in adherence with the Labor Law of the Republic of Zambia and in line with JSI policies and guidelines.

Main responsibilities:

  • Assist the Senior Human Resource Manager to provide oversight and technical guidance in the areas of, performance management, staff onboarding, training and development, employee relations, disciplinary process, and policies and procedures;
  • Supervise HR Officers in functional area and provide support to the Hubs and Regional Offices as needed
  • Coordinate with all staff to ensure that HR policies/procedures are being implemented properly and consistently in the office, and assist in implementation of all HR related policies and procedures, when needed;
  • Oversee the onboarding and orientation of all new hires
  • Oversee the implementation of JSI’s performance management policies and systems
  • Support supervisors/managers in the proper implementation of employee performance reviews as well as performance improvement plans (PIPs) as needed
  • Maintain a tracker to ensure that all Probation Assessments and Annual Performance Appraisals for all staff are conducted on time and in line with JSI policies and guidelines.
  • Assist with coordination of disciplinary issues, serving on disciplinary committees as needed, to ensure the quick and just resolution of disciplinary issues.
  • Assist the Senior Human Resource Manager in identifying staff training needs assessment, new employee orientation or on boarding, management development.
  • Oversee all employee separations, ensuring an exit interview is conducted for all separated staff and information is consolidated, shared, and used for decision making purposes.
  • Serve as the HR team’s primary focal point for employee relations.
  • Participate in the effective collaboration, coordination, and information sharing among HR team.

Any other duties assigned by Supervisors

 Required Qualifications and Skills:

  • Minimum of Bachelor’s Degree in HR Management, Business Administration or Equivalent;
  • Demonstrated experience in managing, supervising a team and exceptional leadership skills required
  • A minimum of Seven (5) years’ experience.
  •  Demonstrated experience and skill in performance management, training, and employee relations.
  • Good working knowledge of local Labor Laws, policy interpretation and benefit administration;
  • Attention to detail; organizational skills; planning skills; problem-solving skills; analytical skills and critical thinking skills
  • Demonstrated ability to exercise good judgment, communicate effectively orally and in writing, and ability to maintain confidentiality.
  • Excellent computer skills in a Microsoft Windows environment. Must include Excel and skills in HR database management and record keeping.
  • Experience in human resource management of U.S. assistance programs of similar size, complexity and setting an added advantage.
  • Active Registered member of the Zambia Institute of Human Resource Management (ZIHRM);
