Workload Assessment Consultant

March 2022

Title: (short term) Internal Workload Assessment for staff
Reports to: Head of HR, OD &Administration
Location: Lusaka
Duration of assignment: TBC, up to 22 working days

1. Background
WaterAid undertakes periodic staff surveys to elicit feedback from staff on various aspects that affect their work in the organization as well as their wellbeing.

The Global Employment Engagement Survey that was conducted in November 2021 revealed a high number of staff having concerns regarding workload. A similar survey, carried out 2 years before also indicated similar concerns.

WaterAid now seeks the services of a consultant to conduct a detailed workload assessment for all staff in the country programme.

3. Objectives

  • To ascertain levels of workload of all staff in relation to their job descriptions, roles and responsibilities and typical day to day activities required to fulfil roles.
  • Review and assess individual and departmental work schedules to determine relevance & feasibility of implementing workshops with available resources
  • Review and assess organisational structure in relation to relevance of structure in meeting set organisational objectives and workload
  • To compare levels of responsibility across departments and assess equity in allocation of responsibilities
  • Review delegation of authority arrangements and how these are used in relation to workload

4. Expected Deliverables

  • Report outline job profiles and responsibilities, level of effort required (e.g. time commitment) and bench marked against actual effort

5. Timing

  • It is proposed that this work will commence in  10th March 2022 and is expected to complete on 8th April 2022.

6.  Cost

The costs will be confirmed once the TOR goes through the tender process with the selected consultants.  We predict the scope will require approximately 22 working days of consultancy time (training delivery plus preparation time).

7.  Skills profile required

1. Proven experience in working in the international development sector.

2. Substantial experience working as a Human Resource generalist ; 5 years’ experience

3. Minimum Degree in Human Resource Management or relevant field

4. Excellent understanding of workload assessment

Ability to be creative and innovative in line with assignment
Excellent computer skills
