Monitoring and Evaluation Officer (Strategic Information)                     

Location: Lusaka

Job Summary

The overall responsibility of the position is to provide technical support to departments, programs and projects in strategic information management for effective decision making. The position holder will work with the MER Coordinator (Strategic Implementation) to support the MER Manager in deciding the choice of technology for data management systems and real-time data flow, utilisation of appropriate software platforms for aggregation, data processing and manipulation, data visualisation and presentation.

Dimensions of the Role:

The purpose of this position is to support the implementation of the MER strategy and to provide leadership in implementation monitoring of program and project activities. The M&E Officer – Strategic information will work with all the Legacy Academy and department staff in Process Automation and will provide support in the usage of technology in information management.

Typical Responsibilities:

Strategic Information management (70%)

  • To maintain quality control standards and to preserve the integrity of data and findings.
  • To analyze data using various automated methodologies.
  • To develop and support the development and implementation of organization’s systems and process automation Strategies.
  • To ensure that program data is captured for all Departments.
  • Developing systematic processions to contribute to the activities of MER.
  • Collaborate with various departments in identifying strengths and weaknesses in existing data collection, quality, and robustness of indicators and management systems.
  • Facilitate quality data collection and monitor data quality.
  • Development of program or activity Dash boards for analysis purposes. (Data base design, Data manipulation, Data Visualization and Dashboard creation)
  • Developing data collection tools and ensuring data maintenance (cleaning), capturing data (historical and current) in the organization.
  • Assess the functionality and efficiency of information systems.
  • Helping develop reports and analysis.
  • Assessing tests and implementing new or upgraded software and assisting with strategic decisions on new information systems.

Monitoring Implementation (30%)

  • Coordinate application of monitoring tools to track program performance in line with the Annual Work Plans and the M&E Plan.
  • Offer technical support to assigned programs and departmental staff in the implementation of their monitoring responsibilities to ensure correct and timely collection of monitoring data.
  • Collaborate with Academics to follow-up on attendance and performance data is being captured for the schools assigned.
  • Responsible for rolling out a school-based Monitoring and Evaluation system in all LAs
  • Build capacity in M&E for the staff and community.
  • Collaborate and support other M and E functions.
  • Support implementation of M&E activities and capacity building initiatives.
  • Support the process of designing, piloting and validating quantitative and qualitative evaluation tools.

Educational Qualification and Experience

  • Bachelor’s Degree in Computer Science, Statistics or any related field.
  • Two (2) years professional work experience in development work with some experience in an area related to Planning, Monitoring, Evaluation, Research or data management.
  • Demonstrated experience in data analysis, development of dynamic dashboards.
