Overview of The Global Financing Facility (GFF) and the GFF Country Leadership Program

The Global Financing Facility for Women, Children and Adolescents (GFF) is a multi-stakeholder global partnership housed at the World Bank that is committed to ensuring all women, children and adolescents can survive and thrive. Launched in July 2015, the GFF supports 36 low and lower-middle income countries with catalytic financing and technical assistance to develop and implement prioritized national health plans to scale up access to affordable, quality care for women, children and adolescents. The GFF also works with countries to maximize the use of domestic financing and external support for better, more sustainable health results. The GFF is squarely focused on prioritizing and scaling up evidence-driven investments to improve reproductive, maternal, newborn, child and adolescent health and nutrition through targeted strengthening of primary health care systems – to save lives and as a critical first step toward accelerating progress on Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs).

 

Country leadership lies at the core of the GFF’s collaborative model and is crucial to driving transformational change. Leaders from across the GFF’s 36 countries who have been championing successful efforts to improve the health of women, children and adolescents have expressed a need to further enhance leadership impact. As part of its new strategy, the GFF’s Country Leadership Program will enable leaders to learn from one another and equip them with the skills and support to drive systemic change across health systems.

 

Management Partner (MP) Role: The MP will work with a diverse team of senior leaders chosen by the government in collaboration with GFF Knowledge and Learning team staff to participate in the GFF Country Leadership Program and to improve their collective and individual leadership and management capabilities necessary to achieve the ambitious goals enabled by GFF funding. The MP will serve as a resource and thought partner for the team focusing on strengthening leadership and management capabilities on a day-to-day basis with a focus on fostering a lifelong learning mindset. They will look to connect the leaders’ action on the ground with the content of the CLP and learning resources available to them. Specific MP work will be determined in collaboration with the team but will at a minimum focus on integrated governance; evidence-based policy making; systems thinking; behavior change; and transformative leadership.

 

MP tasks

● Identifying learning needs and proposing actions

● Enhancing leadership behavior in practice through coaching

● Mentoring individual team members

● Supporting the team to write reports

● Guiding the team to build tools and processes needed to drive efficiency and effectiveness

● Integrating CLP concepts and resources with the team’s everyday work

● Participating in GFF Knowledge and Learning team meetings on the CLP

 

Qualifications: This role will require motivation, flexibility, curiosity, cultural sensitivity, adaptability, patience, a business-minded attitude, and selflessness. Successful candidates will balance their proven organizational skills and results-driven approach with creativity, savvy, humility, and a commitment to building strong trust-based relationships with the team in which they are embedded. MPs should have an entrepreneurial spirit as well as a passionate interest in – and commitment to – improving leadership & management capabilities towards the goal of a world where governments and societies prioritize, promote, and protect people’s health and well-being. Candidates are expected to have the following experience and qualifications:

● An experienced mid-career professional with a minimum of 8 years of professional experience, preferably a combination of private sector and public service managerial experience

● Experience working in low-resource settings in Africa required; experience working outside of your home country desired, with the aim of being able to provide fresh perspectives

● Experience working and living in Zambia is required

● Experience with capacity building, training, and/or skills transfer required; experience in change management preferred

● Experience navigating the political economy of a system

● Demonstrated success in establishing and maintaining effective working relationships in a multi-stakeholder environment with varying levels of authority including senior leaders required

● Excellent analytical and conceptual problem-solving skills, including both qualitative and quantitative approaches

● Relevant advanced degree (e.g., MBA, Master of Public Policy, Master of International Relations, Master of Public Health) desirable

● Advanced skills in Excel, PowerPoint, and Word

● Fluency in English (speaking, reading, and writing)

● Legal authorisation to work in Zambia strongly preferred

● Willingness and ability to live and work in an AMP Health partner country for up to two years, with national and international travel up to 25% of the time
