Reporting Relationship: Manager – TechnicalSummary
The Manager, Project for the Clean and Safe Drinking Water Promotion Project will be responsible for overall project management, which will include budget and partnership management. He/She will oversee the implementation of the project and ensure the achievement of the project’s goals, objectives, and overall impact and to comply to all donor requirements. Furthermore, the Manager, Project will be a focal person and responsible for collaboration and coordination between the Project Coordinators and local partners with ChildFund Zambia in relation to the implementation of the project.
The Manager, Project will be expected to be alert and responsive to any child safeguarding risks, acquire relevant knowledge and skills which will enable him/her to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct him/herself in a manner consistent with the Child Safeguarding Policy.
Major responsibilities will include:
Technical Leadership

  • Provide technical support, oversight, and engagement in the implementation of the Clean and Safe Drinking Water Promotion Project involving the construction, community training and stakeholder engagement in the project
  • Lead and contribute to the identification of critical factors, gaps, and actions necessary for the promotion, protection and respect for stakeholder presence, community, and service user needs
  • Establish and maintain systems for managing project operations
  • Develop detailed implementation plan (DIP), annual and monthly project action plans and ensure the project is delivered according to the plan, and donor/proposal requirements
  • Prepare detailed project budget and continuous monitoring of expenditures throughout the project period
  • Strategically identify risks and risk mitigation actions to ensure project sustainability and successful project implementation in line with the donor agreement
  • Support capacity building of Project Coordinators, health facility staff, traditional leaders, and community-based volunteers for them to effectively coordinate and implement community and household interventions

Portfolio Management

  • Manage the project budget in consultation with the Technical Manager – Health at country level according to the proposal, annual plan, and project budget, outputs, and project deliverables
  • Monitor the progress of the project, actual vs. planned (objectives, activities, and expenditures), through analyzing relevant data systematically collected over the lifetime of the project
  • Oversee the preparation and submission of required reports to ChildFund and donor and ensure timely report submission
  • Maintain relationships with all project stakeholders, including public, private, and civil society partners to effectively build partnerships with them for project implementation and sustainability
  • Provide oversight, coaching, technical support, and leadership to Project Coordinators and ensure they apply appropriate project implementation strategies and approaches
  • Establish and maintain good working and learning relationships across ChildFund Country Office staff, national, district and community stakeholders’ for strengthened networking.

Monitoring & Reporting

  • Support in monitoring project implementation milestones and reporting in collaboration with ChildFund technical team and Project Coordinators
  • Review and validate the data presented in any reports and submit quarterly briefs to the Country Office program management and quality improvement teams
  • Conduct regular (monthly) field visits to ensure that projects are implemented at the highest quality standards and according to planned approaches
  • Production of regular and high-quality project narrative and financial reports
  • Take a significant leadership role in compiling and sharing relevant, timely input for various internal and external communications material
  • Reporting and communicating of Project Results.

Networking and influencing

  • Represent ChildFund in all relevant WASH fora at national level and support Project Coordinators to replicate such networks in their districts
  • Position ChildFund Zambia as the leading organization for WASH interventions
  • Secure strategic partnership with key partners on WASH and demonstrate aggressive knowledge and evidence for the interventions that ChildFund does
  • Influence government and strategic stakeholders for WASH interventions in our areas of operation including other influencing initiatives.

Minimum Education Qualifications, Experience and Competencies
Qualifications and Experience

  • Master’s Degree from a recognized university in Social Sciences, Public Health or WASH related studies (Social Work, Development Studies, Public Health or Environmental Sciences) or a related discipline
  • Knowledge and experience in Results Based Management (RBM) is an asset
  • More than 7 years of experience in development work including public/community health response, with a focus on different WASH promotion interventions including (WASH infrastructure), nutrition, community health, and capacity development is an assert
  • Advanced knowledge of health policy, program development, monitoring and evaluation and programming in low resource settings.
  • Excellent people skills, commitment to work and history of adherence to organizational polies and procedures
  • Excellent communication, writing and presentation skills; solid field experience within the field of WASH in low-resource settings is required
  • Prior experience with WASH interventions using BioSand Filtration methods in rural communities is an asset.
