The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

The Enabling Access to Justice, Civil Society Participation and Transparency Programme (EnACT) works towards improving access to justice for vulnerable groups. The programme cooperates closely with key state partners such as the Ministry of Justice, the Legal Aid Board, Zambia Police Service, Zambia Correctional Service and others. The project supports reforms of key legislation as well as the policy framework to enhance the human rights focus in the justice sector and address overcrowding of Correctional Facilities. Institutional capacities are strengthened and inter-institutional cooperation is promoted.

Together with the Legal Aid Board and civil society partners, EnACT supports the implementation of the National Legal Aid Policy, including support to the operations of legal aid desks in five target provinces (Lusaka, Central, Copperbelt, Southern and Luapula).

In this context, GIZ is therefore seeking a suitable candidate to fill the following position:

Rule of Law and Governance Advisor – (Based in Lusaka)

REF: GIZ_EnACT_RLGA

The advisor will be responsible for the project management and technical steering of all activities concerning the Access to Justice Output of the Programme. The tasks include the following but are not limited to:

  • Providing technical backstopping and advise for joint projects with civil society organisations and state partners in the legal aid sector including aspects such as monitoring, frequent field visits and knowledge management.
  • Day-to-day project and contract management with non-state and state partners
  • Providing technical inputs and feedback on implementation of policies into law and policy reform processes in close coordination with EnACT advisors working in the field of policy reforms and dialogue processes
  • Contributions to the further development and impact of the programme including capacity development measures for state and non-state partners and promotion of the sustainability of legal aid services
  • Preparing and accompanying short-term consultancies
  • Ensuring a close collaboration and coordination of activities with the legal tech team of the programme
  • Proactively initiating cooperation and coordination with other cooperating partners in the field of Access to Justice

Qualifications and Requirements

  • Bachelor’s degree in the field of law, admitted to the Zambian bar

Professional experience

  • At least 3 years of experience post ZIALE in working with state and/or non-state partners in the justice sector. Experience of working in the legal aid sector is an added advantage.
  • At least two years of experience in project management and implementation of activities in the human rights/development cooperation sector

Other knowledge, additional competences

  • Good knowledge of the Zambian political environment and understanding of the Zambian policy and law reform processes
  • Excellent communication skills and ability to address different target audiences
  • Openness towards working in an intercultural team
  • Ability to adapt quickly to changing circumstances and diverse partner landscape
  • Strong advisory skills and conceptual competences
  • Zambia national or person with residence or work permit in Zambia
  • Experience with gender-sensitive, gender-transformative approaches is an asset
  • Strong commitment to the projects mandate and team spirit
  • Willingness to frequently travel to target provinces

The successful candidate will be expected to start employment with GIZ, on a fixed term contract.
