Project Overview

The Human Resources Assistant will work with the USAID funded Zambia Integrated Health Activity (ZIH) contract. ZIH is a five-year project led by Pact in partnership with Center for Infectious Disease Research in Zambia, Circles of Hope, Mothers2Mothers, Copper Rose Zambia, Zambia Network of Young People Living with HIV, and Viamo. ZIH will improve health outcomes of Zambians through equitable access to high-quality health services in the areas of client-centered HIV, tuberculosis; maternal, newborn and child health; family planning; and reproductive health. The project will reduce mortality, morbidity, and HIV transmission for sub-populations in Northwestern, Copperbelt, and Central Provinces. Pact works closely with the Zambian Ministry of Health to attain the country’s goal of reaching HIV epidemic control (95-95-95) by 2030.

The ZIH activity will be delivered through three main components namely:

  1. Increase coverage of comprehensive and person-centered HIV, TB/HIV, FP/RH, MNCH prevention, diagnosis, care, treatment and support services in both communities and health facilities.
  2. Increase utilization of community and facility-based quality and person-centered integrated HIV, TB/HIV, FP/RH, MNCH services.
  3. Increase capacities of Provincial and District Health Offices to improve quality and sustain Direct Service Delivery of integrated HIV, TB/HIV, FP/RH, MNCH during and beyond the life of ZIH.

Key Responsibilities

The Human Resources Assistant shall report to the HR Officer and plays a crucial role in providing administrative support to the Human Resources Officer in the assigned province. She/he will actively participate in various HR functions, such as recruitment, onboarding, record-keeping, and employee relations, ensuring the smooth and efficient operation of HR processes within the province. Working closely with the HR Officer and other ZIHA project staff in the province, the HR Assistant will contribute to the effectiveness and efficiency of HR operations under the guidance of the HR officer.

Primary duties and obligations

  1. Support the HR Officer in maintaining 100% accurate and up-to-date employee records, ensuring compliance with relevant regulations and confidentiality requirements in the respective province.
  2. Coordinate and schedule interviews for potential candidates, effectively communicating with both the candidates and interviewers to ensure a seamless interview process as guided by the HR Officer. This may include assisting in the recruitment process, including job postings, application screening, interview scheduling, and reference checks.
  3. Support onboarding of new employees who will be based in the province by preparing orientation materials, conducting orientation sessions, and ensuring completion of required documentation as directed by the HR Officer.
  4. Collaborate with the HR Officer and other ZIHA project staff based in the province to promote effective HR operations within the province, fostering a positive working environment and efficient communication among team members.
  5. Assist the HR Office in planning and coordinating employee events, including team-building activities, training sessions, and celebrations, to enhance employee engagement and foster a strong organizational culture in the province.
  6. Provide comprehensive HR administrative support, including support managing any province correspondence, preparing HR reports for the province, maintaining HR filing documentation, and HR data entry to contribute to the smooth and efficient functioning of the HR function in the province.

Perform other duties as assigned by the Human Resources Officer

Qualities, skills, and education requirements

  • Diploma in human resources, Business Administration, or related field.
  • Minimum of 2 years of experience in human resources, preferably in an international NGO or development context.
  • Knowledge of Zambia’s local labor laws and regulations.
  • Accreditation from Human Resources body, such as Zambia Institute of Human Resources (ZIHRM)
  • Excellent verbal and written communication skills in English.
  • Strong organizational and time management skills, with the ability to handle multiple tasks simultaneously.
  • Proficiency in Microsoft Office Suite, including Word, Excel, and PowerPoint.
  • Ability to work independently and as part of a team.
  • High level of discretion and confidentiality.
