Finance Officer – Revenue Nursing and Midwifery Council of Zambia

Nursing and Midwifery Council of Zambia (NMCZ) is a statutory body established in 1970 under the Nurses and Midwives Act No. 55 of 1970 with an express mandate to regulate nursing and midwifery training, education and practice. The Act was repealed and replaced by the Nurses & Midwives Act No. 31 of 1997 and Nurses & Midwives Act No. 10 of 2019, which redefined the functions of the Council and expanded the scope of practice for nurses and midwives.

The Council is therefore, inviting applications from highly motivated, result oriented, qualified and experienced persons to fill the positions of:

JOB TITLE: FINANCE OFFICER – REVENUE

LOCATION: LUSAKA

GRADE: NMCZ 4

1. JOB PURPOSE:

To supervise and undertake the collection of revenue in order to fund operations and enhance the financial base of the Council.

2. KEY RESULT AREA

PRINCIPAL ACCOUNTABILITIES (MAIN DUTIES)

Revenue Collection

Supervises and undertakes effectively the collection, accounting and banking of revenue in order to meet revenue targets and facilitate accountability.

Revenue Reconciliation

Supervises and undertakes timely preparation of revenue reconciliations and financial reports in order to adhere to accounting regulations and facilitate decision making.

Accounts Receivable

Supervises and undertakes timely reconciliation of accounts receivables in order to ensure collection of financial resources

Investments

Supervises and undertakes effectively investment of funds in order to enhance the financial base of the Council

Payroll

Supervises and undertakes timely processing of the payroll and statutory returns in order to facilitate the payment of salaries and statutory obligations.

Audit Queries

Supervises and undertakes timely responses to audit queries in order to facilitate decision making and implementation of appropriate interventions

Revenue Reports

Supervises and undertakes timely preparation of monthly revenue reports in order to facilitate decision making.

Inventory Management

Supervises and undertakes timely stock-takes and inventory management in order to prevent pilferage and maintain an accurate record

Accountable Documents

Supervises and undertakes effectively the custody and storage of all accountable documents and payroll records in order to protect and prevent unauthorized access.

Supervision

Supervises and undertakes effectively utilization of human, financial and other resources in order to attain the objectives of the department.

Performance Management

Supervises and undertakes timely development of work plans and Implementation of the Annual Performance Appraisal System (APAS) in order to monitor, evaluate and enhance performance.

4. KNOWLEDGE AND SKILLS REQUIREMENTS

a) Minimum Primary/Secondary Education

Full Form V or Grade 12 School Certificate.

b) Minimum Vocational/Professional Qualification

Bachelor’s Degree in Accountancy, ACCA, CIMA, CA Zambia or equivalent

c) Minimum Relevant Pre-Job Experience

4 years

d) Communication Skills

i) Written Skills

Able to write technical and analytical reports.

ii) Oral Skills

Able to communicate effectively in English
