Description
Duties and Responsibilities:

Strategic Leadership and Management

Manage finance staff member including ensuring they deliver high quality and timely service to the Zambian programs. Support all reporting staff by working with them to develop their skills and abilities.
Form part of the Zambia management team and work jointly to create a country program centered around the TNS values of collegiality, integrity, resourcefulness and results.
Have a sound knowledge of the financial pipeline, cash status, and raise issues/concerns when necessary.
Interact with donors as needed, in a polite and professional manner.
Regularly review coverage of costs (staff and fixed office costs) to both ensure available budget and to ensure we respect TNS and donor policies.

Controls and systems

Periodically review financial controls and systems improving controls and systems where required. Key system include:
Procurement
Payments
Financial Recording
Oversee the month end close process and review the month end close pack for completeness and accuracy prior to submission to the Regional Operations Manager
Budget development

Prepare or review new project budgets as needed.
Prepare Zambia’s annual and midyear budgets.
Payments and data capturing

Review of payments. Review to include procurement, coding and budget availability.
Release of payments on business online.
Ensure all salary related payments and transfers occur.
Cash management

Ensure sufficient cash resources are available to meet obligations as they become due.
Maintain invoice calendar (in terms of contracts) and prepare invoices.
Maintenance and follow up of debtors listing
Payroll

Review of payroll prepared by the HR Manager.
Manage Data basics

Ensure that time is update by running the report in data basic on a weekly basis
Approve all advances and expense reports in data basic
Extract the information from data basic and export them in Nav
Statutory Requirements

Monthly payments of taxes (PAYE, NAPSA ,NHI)
Annual payments to PACRA, Workers compensation board
Internal Reporting

Balance Sheet Recons
Monthly program variance reports. Set up meetings with Program Managers to review.
External Reporting

Maintain a donor reporting calendar
Prepare donor financial reports in required format (prepare reconciliations to TechnoServe accounting system when needed).
Oversee process of supporting documentation filing and sending to donors.

 

Audit

Initiate the audit process. Scheduling the audit on a timely basis.
Assist in preparing any required documentation for the annual audit
Support HQ during global audit
Other

Ensure sufficient documentation is in place for all finance functions.
Fund code creation with HQ.
Asset the HR and Admin manager that the vendor list is updated and approved on an annual basis
Asset the HR and Admin manage the annual procurement plan compiled and approved on an annual basis
Other duties as required.
Qualifications:

Full Grade Twelve Certificate
Degree in Business Related subject. MBA preferred
Professional qualification – in accounting or finance.
Minimum of 7years experience with at least 5 years in a senior position
Good leadership and strategic orientation skills
Deep knowledge of best practices in financial management required
Ability to manage multiple tasks simultaneously
Excellent knowledge of Excel, Access and PowerPoint required; familiarity with Serenic Navigator, or similar finance and accounting software, preferred
Financial management and financial reporting skills.
Excellent verbal, analytical, organizational and written skills
Ability to mentor and coach the Finance team
Excellent analytical and management skills
Knowledge of key donor reporting requirements (USAID, World Bank and other international donors) an advantage
Experience and understanding of not-for-profit accounting
A high degree of integrity, accountability, energy and flexibility
Excellent organizational skills and ability to work in fast-paced environment
Ability to prioritize and manage multiple tasks simultaneously
