The Specialist provides strategic information, mentoring, and advice to PRM technical offices, and other support offices within USAID/Zambia in the integration of locally led development initiatives to support: strategy development and implementation; project and/or activity design; donor, partner, and host government coordination; adhering to USAID’s program cycle operational policy; and monitoring, evaluation, and reporting requirements. S/he will serve as a Contract Officer’s Representative/Agreement Officer’s Representative (COR/AOR) or Activity Manager and provide senior-level programmatic and technical guidance to the planning, implementation, and monitoring of localization-related programs.
In addition, s/he provides information and guidance to US Government (USG) interagency counterparts and other stakeholders (i.e. implementing partners, donors, non-governmental organizations (NGOs), private sector, and Government of Zambia) on the integration of USAID’s localization agenda into program planning, implementation, and reporting. The Specialist serves as the mission’s public advocate and thought-leader at the global and country level, leveraging USAID’s authority, partnerships, voice, and the power of example to catalyze a broader shift to locally-led development.
